Following these analyses, important issues that may impact on the provision of effective <strong>and</strong> sustainable water <strong>and</strong>sanitation services need to be identified <strong>and</strong> strategies must be formulated to improve service provision.9.4 HOUSING CHAPTER PLANThe Housing Sector Plan/ Housing Chapter is a summary of the housing planning undertaken by a municipality <strong>and</strong>should be used together with the IDP. The Housing Chapter is a 5 year plan which is reviewed annually. It should bedone as part of the IDP process <strong>and</strong> the summary of the housing planning undertaken becomes a chapter in theIDP. Therefore it is not a comprehensive, st<strong>and</strong>-alone plan resulting from a separate planning process. The HousingSector Plan/ Housing Chapter, <strong>and</strong> its contents, in the context of sustainable human settlements, would consist of:An analysis of the housing dem<strong>and</strong>;A strategy for the supply of housing;A set of designed <strong>and</strong> prioritized housing projects;The integration of the housing strategies <strong>and</strong> projects with the other sectors to achieve sustainablehuman settlements; <strong>and</strong>An adopted IDP with a Housing Chapter.The main purposes of the Housing Sector Plan are: To ensure the effective allocation of limited resources (specifically financial <strong>and</strong> human) to a large pool ofpotential development interventions. To provide a formal <strong>and</strong> practical method of prioritizing housing projects <strong>and</strong> obtaining political consensusfor the sequencing of their implementation. To ensure more integrated development through bringing together the relevant cross-sectoral roleplayers to coordinate their development interventions in one plan. To provide greater spatial linkages between the spatial development framework <strong>and</strong> the physicalimplementation of projects on the ground. To ensure that there is a definite housing focus for the IDP. To provide a critical link between integrated developments planning <strong>and</strong> the practical reality of deliveringhousing projects on the ground. To ensure effective subsidy budgeting <strong>and</strong> cash flows both at the local municipal <strong>and</strong> provincial levels.The main expected outputs from the Housing Sector Plan are: A priority implementation list of the relevant housing projects in the municipal area. Preliminary assessment of the technical <strong>and</strong> social feasibility of all projects in the municipal area. <strong>Co</strong>nfirmation of IDP linkages for all prioritized projects. <strong>Co</strong>ordination of MIG <strong>and</strong> other funding for projects. <strong>Co</strong>nfirmation of stakeholder involvement in the development process. Cash flows <strong>and</strong> broad project programmes. Transfer of skills to <strong>Local</strong> Municipalities.In the case of <strong>Lekwa</strong> the Housing Sector Plan should include a Rural Housing Strategy. The general aim of thestrategy is the eradication of rural housing backlog <strong>and</strong> the enhancement of the quality of housing. The strategyshould address the following:Lack of reliable data on the nature <strong>and</strong> extent of the housing backlog.Identification of need of rural communities.The need to create new or adjust existing subsidy mechanisms to accommodate the challenges of farmworker accommodation.Identification of well located <strong>and</strong> suitable l<strong>and</strong> for housing development.The provision of basic services could prove a challenge if houses are to be built on private property.The ability of farm workers <strong>and</strong> occupiers to sustain the cost of housing <strong>and</strong> associated rates <strong>and</strong> servicecharges that will arise in most off-farm settlement options.266 | P a g e
