CHAPTER 88. LOCAL ECONOMIC DEVELOPMENTThis strategy is also supported by the Spatial Development Framework to give effect to the following SDF principle:• SDF Development Principle: To investigate <strong>and</strong> exploit the opportunities of the municipal resources such asagriculture, tourism, mining <strong>and</strong> power stations.The strategy should cover inter alia the following:• Mining <strong>and</strong> Industry Framework.• Agricultural Development <strong>and</strong> Management Strategy.• Tourism Development Strategy.Responsibility: <strong>Lekwa</strong> LM: Development <strong>and</strong> Planning Department;The LED should focus on aspects such as the br<strong>and</strong>ing <strong>and</strong> image of the <strong>Municipality</strong> (<strong>and</strong> the urban settlements),it’s economic (re)positioning in terms of the global economy, tourism <strong>and</strong> all aspects related to the urban spaceeconomy. The main focus of the LED should be on the following: Promote <strong>and</strong> support sustainability of existing businesses.• Promote small <strong>and</strong> micro sized rural enterprises.• Tourism growth <strong>and</strong> promotion: conferencing, casino, motels game farms, natural sites ect.• Creation of job opportunities.• Industries to support SMME activities.• Improve skills development.• Increase the revenue potential of the <strong>Municipality</strong>.• Develop the business potential of the area.• Establish the municipality as one of preference for national <strong>and</strong> international visitors.Examples of LED initiatives are:• Supporting micro enterprises;• Supporting small business development;• Providing skill training;• Encouraging domestic or foreign investment by providing infrastructure like roads or the reduction ofcrime;• Providing municipal services such as transport, education or regulations which support local economicdevelopment.There is no single solution to LED that will work in every local area. Each local area has a unique set ofopportunities <strong>and</strong> problems, <strong>and</strong> must develop an approach to LED that is specific to that area. For example, somelocal areas have physical fea harbour like Durban) that can be used to help economic development throughtourism or as afreight distribution hub. Other local areas may draw on different resources for LED, such as the presence of coal<strong>and</strong> gold, infrastructure like mines, or a well-educated <strong>and</strong> skilled workforce. In the case of <strong>Lekwa</strong> LM, it has thefollowing strengths to build on in order to achieve local economic development <strong>and</strong> these are the priority areasthat should be addressed:• Tourism: Natural features such as the Vaal River <strong>and</strong> Grootdraai Dam.• <strong>Local</strong> Businesses <strong>and</strong> industries: St<strong>and</strong>erton which has a strong business sector <strong>and</strong> is home to a numberof industries.• Mining <strong>and</strong> Power stations: New Denmark <strong>Co</strong>lliery <strong>and</strong> Tutuka Power Station as well as its locality withincoal fields <strong>and</strong> proximity to industrial hubs such as the TEKS area.As part of the LED the following strategies should be drafted.Mining <strong>and</strong> Industry Framework: This framework would be vital to assist the municipality in future planning as itwill give an indication whether these industries could contribute towards development of the municipality.
