CHAPTER NINE9. SECTOR PLANS AND/OR PROGRAMMES FOREFFECTIVE IMPLEMENTATION OF IDPThe following are some of the significant sector plans or programmes that are available in the <strong>Municipality</strong> in orderto ensure the effectiveness <strong>and</strong> efficient implementation of the IDP.9.2 LAND-USE MANAGEMENT SYSTEMThe objective of this plan is to formulate, develop <strong>and</strong> implement appropriate planning instruments to effectivelyguide <strong>and</strong> control l<strong>and</strong> use <strong>and</strong> development, which will protect <strong>and</strong> enhance property ownership <strong>and</strong> value, <strong>and</strong>which will establish a balanced living environment.The LUMS is a single <strong>and</strong> flexible system used to manage l<strong>and</strong> within a municipal area. L<strong>and</strong> Use Management is acombination of all the tools <strong>and</strong> mechanisms used by a municipality to manage the way l<strong>and</strong> is used <strong>and</strong>developed. These tools include inter alia: l<strong>and</strong> use schemes; by-laws; licensing; rates <strong>and</strong> general propertyinformation. Municipalities are required to undertake l<strong>and</strong> use planning in terms of the Municipal Systems Act No.32 of 2000. A L<strong>and</strong> Use Management System is aimed at co-ordinating all l<strong>and</strong> uses <strong>and</strong> their relationship to eachother - ensuring certainty, order <strong>and</strong> compatibility of l<strong>and</strong> uses - in order to:Create safe, healthy <strong>and</strong> liveable environments through appropriate design st<strong>and</strong>ard; promotingsustainable development <strong>and</strong> resource protection (e.g. protection of l<strong>and</strong> assets);Promote viable services provision.There are several steps necessary to produce a LUMS:The translation of the existing TPS(s) zones into LUMS terminology.The introduction of appropriate new zones facilitated by the LUMS system (e.g. a series of mixed use <strong>and</strong>interface/buffer zones).The translation of the l<strong>and</strong> use areas implicit in the General Plans of areas currently not in a TPS intoLUMS terms.The extension of the LUMS into areas without any other form of control using the existing zones availableor introducing new/additional zones (e.g. traditional settlement areas, agriculture, etc).9.3 WATER SERVICE DEVELOPMENT PLANThis is a business plan which sets out the way in which the water services authority plans <strong>and</strong> delivers waterservices to individuals <strong>and</strong> businesses in its area of jurisdiction. It should be done as part of the IDP process <strong>and</strong> thesummary of the housing planning undertaken becomes a chapter in the IDP. Therefore it is not a comprehensive,st<strong>and</strong>-alone plan resulting from a separate planning process.With the publication of the Water Services Act 108 of 1997, all water services authorities are required to prepare aWater Services Development Plan (WSDP). This is a business plan which sets out the way in which the waterservices authority plans <strong>and</strong> delivers water services to individuals <strong>and</strong> businesses in its area of jurisdictionIt must also describe the current <strong>and</strong> future consumer profile, the type of services that are provided, theinfrastructure requirements, a water balance, organizational <strong>and</strong> financial arrangements to be used, an assessmentof the viability of the approach, <strong>and</strong> an overview of environmental issues.265 | P a g e
