“To be the leading, people centered municipality excelling in economic growth, development <strong>and</strong> governance”Improving nutrition <strong>and</strong> incomes of the rural poor who want to farm on any scale;De-congesting over-crowded former homel<strong>and</strong> areas; <strong>and</strong>Exp<strong>and</strong>ing opportunities for women <strong>and</strong> young people who stay in rural areas.Key implications for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>The Agricultural sector in <strong>Lekwa</strong> <strong>Municipality</strong> is dominated by private l<strong>and</strong> comprising commercial horticultural<strong>and</strong> livestock farming <strong>and</strong> large scale crop farming. In order to exp<strong>and</strong> farming enterprises, l<strong>and</strong> is required.Therefore, the <strong>Municipality</strong>’s IDP <strong>and</strong> LED needs to advocate the increased availability of l<strong>and</strong>. The lengthyl<strong>and</strong> claims process constrains development in <strong>Lekwa</strong> <strong>Municipality</strong>, as up to certain percentage of l<strong>and</strong> issubject to l<strong>and</strong> claims, with l<strong>and</strong> not being able to be developed until the claims have been settled. L<strong>and</strong>reform elements, therefore, have to materialize in this regard.2.10 Mpumalanga Economic Growth <strong>and</strong> Development Path (MEGDP)The development of the proposed Mpumalanga Economic Growth <strong>and</strong> Development Path (MEGDP) istherefore a response to the ruling party’s call for government to focus on identifying areas where employmentcreation is possible on a large scale, in order to mitigate the impact of the recent global economic meltdown.Our challenge over the next ten (10) years, is to reduce unemployment, poverty <strong>and</strong> inequality, hence ourprovince needs to facilitate the creation of at least 719 000 new jobs by 2020. Our target is to reduce thecurrent unemployment rate which is just over 30 % to at least 15 % by 2020.The Mpumalanga Government is thus been charged with this mammoth task of leading economic recovery ofthe province, which will be done through the implementation of the MEGDP.In fulfilling our m<strong>and</strong>ate as per our strategic plan <strong>and</strong> annual performance plan submitted to the MpumalangaProvincial Legislature, Mpumalanga Government has announced that through the leadership of the AccountingOfficer of the Department, we continued to, amongst others: Empower <strong>and</strong> grow SMMEs <strong>and</strong> co-<strong>operative</strong>s; Regulate businesses in terms of the applicable laws <strong>and</strong> prescripts; Regulate the gambling <strong>and</strong> betting industry; Protect consumers from unscrupulous business practices; Regulate the tourism industry <strong>and</strong> bio-diversity management; Promote sustainable environmental management; Promote trade <strong>and</strong> investment opportunities in the province;2.11 The Gert Sib<strong>and</strong>e Growth <strong>and</strong> Development Strategy (GSGDS)The Gert Sib<strong>and</strong>e Growth <strong>and</strong> Development Strategy (GSGDS)aims to guide the development of the Districtover the next five years, by consolidating <strong>and</strong> exploiting its natural resources <strong>and</strong> development opportunities,<strong>and</strong> to assist all role players in helping to grow the District’s economy. To this effect, <strong>and</strong> in line with thedevelopment priorities of the PGDS, the District has delineated five “District Strategic Focus Area”.These are: Tourism Promotion: Traditionally, this sector has not received much attention within the District, yetthis sector possesses incredible potential within the District because of the availability of touristattraction facilities <strong>and</strong> natural sites e.g. conferencing facilities, casino, resorts, motels <strong>and</strong> hotels,game farms, wetl<strong>and</strong>s <strong>and</strong> B&B accommodation; Spatial Development Initiatives: The District, in line with the PGDS, will explore the economicdevelopment nodes identified in order to facilitate the beneficiation <strong>and</strong> down streaming of productswithin the mining, agriculture <strong>and</strong> petrochemical nodes.
