4.1 KEY STRATEGIC OBJECTIVES OF THE MUNICIPALITYEmanating from the situational analysis <strong>and</strong> the ANC manifesto of <strong>2013</strong>-2016 undertaken towards thedevelopment of the IDP, the municipality identified a number of challenges <strong>and</strong> constraints which impact on theway the municipality functions <strong>and</strong> fulfils its m<strong>and</strong>ate as per section 152 of the South African constitution.Challenges confronting the municipality include a declining revenue base <strong>and</strong> poor management of resources,inefficiencies that limit the manner in which the municipality interface with the communities, aging infrastructuredue to truck haulage <strong>and</strong> deferred maintenance, structural inefficiencies that result in poor service deliveryst<strong>and</strong>ards, low economic growth <strong>and</strong> high unemployment rate, vulnerable environmental assets <strong>and</strong> naturalresources.To address the identified challenges <strong>and</strong> work towards realization of the vision, the municipality has identified thefollowing long- term strategic objective which will be known as 5 LLM’s;LLM: 1 Build local economies to create more employment, decent work & sustainable livelihoodsLLM: 2 Improve service <strong>and</strong> broaden access to themLLM: 3 Promote more active community participation in local governmentLLM: 4 Ensure more effective, accountable <strong>and</strong> clean local government that works withLLM: 5 Build more united, non-racial, integrated <strong>and</strong> safer communitiesThe municipality has aligned the key strategic objectives <strong>and</strong> will strive to attain them within the context of the fivekey local government performance areas:The Key Development Objectives approach to Performance Management, However, the Municipal Systems Actno:32 of 2000 require that the Performance Management System represent the <strong>Municipality</strong>’s cycle <strong>and</strong> processesof performance planning, monitoring, measurement, review, reporting <strong>and</strong> improvement. In adopting thisstrategy, <strong>and</strong> in keeping with the Key Performance Areas indicated by the Department of Provincial <strong>and</strong> <strong>Local</strong>Government, the Key Development Objectives will be now be customized using the following five perspectives orKey Performance Areas: Municipal Transformation <strong>and</strong> Organizational Development Infrastructure Development <strong>and</strong> Service Delivery <strong>Local</strong> Economic Development (LED) Municipal Financial Viability <strong>and</strong> Management Good <strong>Governance</strong> <strong>and</strong> Public ParticipationTaking into account the prevailing economic environment <strong>and</strong> global factors that impact on development, themunicipality has made some significant strides or inroads to address key development challenges within the LLM.There is however more work to be done towards addressing the identified focal areas.109 | P a g e - F i n a l I n t e g r a t e d D e v e l o p m e n t P l a n 2 0 1 3 / 2 0 1 4
