Tourism growth <strong>and</strong> promotion: conferencing, casino, motels game farms, natural sites ect. Creation of job opportunities. Industries to support SMME activities. Improve skills development. Increase the revenue potential of the <strong>Municipality</strong>. Develop the business potential of the area. Establish the municipality as one of preference for national <strong>and</strong> international visitors.4.3 SPATIAL RATIONALE AND THE IMPLEMENTATION FRAMEWORK OF THESDFThe revised SDF will be used as a strategic tool to guide future development in the area <strong>and</strong> will form the basis ofthe L<strong>and</strong> Use Management System (LUMS) for <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> (LLM).The revision was divided into three phases:• Phase 1: Analysis of the municipality <strong>and</strong> initial findings.• Phase 2: Proposed Spatial Development Framework.• Phase 3: Implementation Framework.Municipal Spatial Development <strong>Co</strong>ncept: Issues from the Status QuoThe following is a summary of the issues emanating from the Status Quo Analysis. These issues will form the basisfor drafting the Spatial Development Framework as well as the Implementation Framework.• Manufacturing of downstream products e.g. agri-processing;• The backlog in the delivery of services, water supply <strong>and</strong> sanitation, especially in rural areas.• Focusing on localities with greater economic potential.• Broadening the range of housing products in appropriate localities (e.g. close to places of work) <strong>and</strong> therange of suitable localities within existing settlements for infill housing developments.• Upgrading inadequate forms of housing – e.g. informal settlements <strong>and</strong> hostels.• Promoting tourism, specifically eco-tourism activities.• Promoting intensive <strong>and</strong> extensive commercial farming activities;• Establishing a functional hierarchy of towns <strong>and</strong> settlements.• Facilitating the establishment of business initiatives, rural <strong>and</strong> agro-industries, co-<strong>operative</strong>s, culturalinitiatives <strong>and</strong> vibrant local markets;• The revitalization of old <strong>and</strong> creation of new economic, social, <strong>and</strong> information <strong>and</strong> communicationinfrastructure, public amenities <strong>and</strong> facilities in villages <strong>and</strong> small rural towns, etc• It is a relatively small municipality, both in terms of area <strong>and</strong> population.• It does not contain a large number of higher order service centers <strong>and</strong> or large industrial/ manufacturingcomplexes <strong>and</strong> it lacks second order service centers.• It is bypassed by the national road network.• It is thus relatively isolated <strong>and</strong> outside of the economic hubs of the country.• The Vaal River together with numerous watercourses, wetl<strong>and</strong>s <strong>and</strong> pans as well as the Grootdraai Damforms part of the natural open space system of the municipality. These are valuable assets to themunicipality <strong>and</strong> should be protected as it plays a very important hydrological function. The extensiveriver system also forms part of the ecological corridors as identified in the MBCP.• The Grootdraai Dam is the tenth largest dam in South Africa <strong>and</strong> is ideal for water sports such aswindsurfing <strong>and</strong> skiing.
