To develop an Open Space network based on a defined vision, goals, principles, typologies <strong>and</strong> categorieson municipal <strong>and</strong> regional scale;To develop Principles <strong>and</strong> Policy Statements as a basis for consistent <strong>and</strong> integrated decision making bythe local authority regarding issues affecting Open Space resources;To provide Principles <strong>and</strong> Policy Statements as a basis for informing all scales of l<strong>and</strong> use <strong>and</strong>infrastructure planning <strong>and</strong> development;To provide an Institutional <strong>and</strong> Management Framework to ensure the effective <strong>and</strong> collaborativeplanning, implementation <strong>and</strong> administration of the Open Space network;To inform the acquisition <strong>and</strong> disposal of Open Space; <strong>and</strong>To provide a Framework within which development activities within the city comply with the NationalEnvironmental Management Amendment Act, 2004 (Act 8 of 2004).9.12 URBAN EDGE POLICYThe delineation of an urban edge in order to: <strong>Co</strong>ntrol sprawl. Direct development in appropriate areas <strong>and</strong> Assist in countering the outward pressure for urban expansion.This policy should also contain guidelines for the development inside <strong>and</strong> outside the urban edge.9.13 ENCROACHMENT ON PROPERTY POLICY<strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong> hereby, in terms of Section 13(a) of the <strong>Local</strong> government: Municipal Systems Act, 2000(Act No 32 of 2000), publishes the Encroachment on Property By-laws for the <strong>Lekwa</strong> <strong>Local</strong> <strong>Municipality</strong>, asapproved by its <strong>Co</strong>uncil, as set out hereunder. The content of this policy entail the following components;<strong>Co</strong>uncil permission requiredRules for the construction of projections<strong>Co</strong>lumnsBalconies <strong>and</strong> bay windowsPlinths, pilasters, corbels <strong>and</strong> cornicesVer<strong>and</strong>as around cornersPavement openingsMaintenance, removal <strong>and</strong> tenancy of projectionsPaving of footways or pavements under or in front of encroachmentProjectionsOffences <strong>and</strong> penaltiesRepeal of by-lawsShort title9.<strong>14</strong> INVESTMENT AND INCENTIVE STRATEGYThe aim of the <strong>Lekwa</strong> Investment promotion <strong>and</strong> incentive policy is to provide a framework for the uniformdevelopment of incentives in <strong>Lekwa</strong> <strong>Municipality</strong> that will assist to: Attract major national <strong>and</strong> international investors to <strong>Lekwa</strong>. Retain <strong>and</strong> boost existing investment in <strong>Lekwa</strong>. Support investment into projects identified in the IDP <strong>and</strong> the <strong>Lekwa</strong> SDFAn investment can be defined as “the warehousing of capital or assets in the open market for a defined periodwith the intention of declaring a yield at the end of the defined period.” (Gildenhuys,1997).In the complex world ofrisk, change, <strong>and</strong> different tax regimes, investment managers tend to rely more on the “satisfying behaviour” thanthe systematic evaluation of investment outcomes, when it comes to a decision to invest.
