Cara Lazara 1, 21000 Novi Sad, SerbiaABSTRACTThe inclusion in the international trends <strong>and</strong> approximation with the European Unionbrings also the necessity <strong>of</strong> harmonisation <strong>of</strong> national legislation with the European <strong>and</strong>world legislation. Adopting <strong>of</strong> regulations, harmonised with the international one, doesnot include only a legal aspect but it also makes the pre-condition for export <strong>of</strong> domesticproducts <strong>and</strong> possibility <strong>of</strong> financial support. Passing <strong>of</strong> a set <strong>of</strong> regulations in the field<strong>of</strong> environmental protection, which are harmonised with the EU legislation, makes aconcrete contribution to these processes. The analysis <strong>of</strong> ecological risks <strong>and</strong> impacts onthe environment, which needs to be carried out, represents a significant segment <strong>of</strong> theseprocesses. The analyses <strong>of</strong> effluents (by-products) in food production have shown thatthose effluents also contain different quantities <strong>of</strong> toxic substances that pollute theenvironment as they are discharged or disposed. The largest polluters in our countryinclude energy production, petrochemical industry, <strong>and</strong> chemical industry. Effluents <strong>and</strong>pollution caused by them have been processed <strong>and</strong> resolved as acute. Due to a circularflow <strong>of</strong> pollution through air, water, soil, flora, <strong>and</strong> fauna, it is transferred into the foodchain <strong>and</strong> threatens health safety <strong>of</strong> food production, both in our country <strong>and</strong> in theworld. The waste coming from food industry is a big problem but it can also make a richsource <strong>of</strong> raw materials in other bio-technologies, pharmaceutical industry, source <strong>of</strong>energy, compost etc. Through application <strong>of</strong> the best available techniques, obtaining <strong>of</strong>integrated permits for the operation <strong>of</strong> food-processing industry plants types <strong>of</strong> activities,supervision, <strong>and</strong> other issues <strong>of</strong> significance for prevention <strong>and</strong> control <strong>of</strong> environmentalpollution are defined. “The best” technique refers to the most efficient performance inaccomplishing <strong>of</strong> a high general level <strong>of</strong> environmental protection.Key words: regulations, risk analysis, environmental protection, food industryINTRODUCTIONUnderst<strong>and</strong>ing the significance <strong>of</strong> use <strong>of</strong> effluents in the chain <strong>of</strong> mass production <strong>of</strong>food, in accordance with scientific <strong>and</strong> technological capacities, the methods aresearched for their practical, safe <strong>and</strong> economically justified resolving. An appropriatemonitoring is set after the evaluation <strong>of</strong> the current status <strong>and</strong> analysis <strong>of</strong> environmentalimpact. The results <strong>of</strong> monitoring, best available techniques (BAT), national legislationthat needs to be harmonised with the world st<strong>and</strong>ards are decisive for setting up <strong>of</strong> amodel <strong>of</strong> environmental friendly disposal <strong>of</strong> effluents coming from food-processingindustry. The environment is threatened by generating <strong>and</strong> piling up <strong>of</strong> waste materials.334
