1 st WorkshopXIII International Feed Technology SymposiumMore and more attention is paid to it and activities are in progress aimed at its protectionand improvement.Requirements and benefits of countries that are potential EUmembers from the aspect of environmental protectionStriving to produce all the larger quantities of material properties, which should satisfythe man’s needs for all the higher standard of living and create the optimum conditionsfor maintaining of health status, modern civilisation also generates large quantities ofwaste materials that have negative impact on the environment degrading it up to such anextent that it becomes harmful to health of people and wildlife. [8]Food industry is a large consumer of technical water. The extraction and separation ofstarch from proteins, which is isolated by means of flushing in the form of gluten inwheat flour in one of about twenty patented ways, requires water quantities that are up to8 times larger on the average compared to quantities of the input raw materials. [6]The presence of about 80% of organic waste in morphological composition of municipalwaste is a large problem. [5]The EU accession imposes a significant task in front of the potential member states,which also implies the transfer of the so-called EU “ecological” Directives into nationallegislation, their implementation, and enforcing. The European legislation in the field ofenvironmental protection (“Environmental acquis”) consists of about 300 Directives andregulations, including the “sister Directives” and amendments. The calculated necessaryinvestments for reaching of standards range from 80 to 120 billion EUR for 13 countriesof central and east Europe (which were the last to join the EU) in environmentalprotection sector alone. In other sectors, the investments necessary for harmonisationwith the EU legislation are also significant. On the other hand, there is an emphasisedlimitation to necessary resources, both financial and administrative ones. The paperpresents some of the aspects of benefits from the EU accession in environmentalprotection sector from the aspect of food-processing industry and key legislation thatrefer to it. Considering the obligations set in front of the potential EU member states bytransferring and implementation of the EU legislation in environmental protection sector,the following requirements are also imposed:Improvement and extending of water supply network aimed at providingnecessary quantity of drinking water for all inhabited areas in the country;Improvement and extending the sewerage and waste water disposal network, aswell as construction of waste water treatment plants;Reduction of emissions of pollutants into air, in particular from large burningplants;Improvement of air quality, in particular in urban centres;Control and prevention of emissions of harmful substances from plants andminimising the risk from occurrence of accidents;Collection, treatment, and disposal of waste from households, industries andmedical institutions;Cleaning of contaminated soil and polluted rivers where water quality is notsatisfactory;335
1 st WorkshopXIII International Feed Technology SymposiumProtection of eco-systems, habitats and protected species against economic andecological pressure;Reduction of emissions from traffic (passengers’ and freight);Reduction of emissions of pollutants from economic sector, such as largeindustrial plants and agriculture.The above-mentioned requirements are not only imposed in front of the potential EUmember states as all the EU Member States are faced with those problems. However,potential member states have to invest much larger efforts, taking into account theprevious insufficient investments into environmental protection sector. On the otherhand, they still have the examples of positive and negative experiences of countries thathave already travelled along that road.The benefits from implementation of the EU requirements that are visible in the firstiteration include:Improvement of health status of population, reduced environmental pollution(the reduction of respiratory diseases and fatalities, in particular among infantsoccur as the results);Reduced damage to forests, built structures, agricultural surfaces, fish fund asthe result of reduced acid rains and other forms of pollution. This leads to awider economic benefit (increased profit) and reduction of maintenance costs(works on maintenance-building of facades);Reduction of the risk of deteriorating of quality of natural resources (groundwaters);Better protection of natural eco-systems, endangered species;Promotion of tourism as the result of the clean environment (forests, water forbathing, natural resorts);Reduction of the risk of transmission of diseases caused by dirty waters andimprovement of water taste as the result of requirements for better drinkingwater and quality of water for bathing;Increase of economic efficiency and productivity as the result ofimplementation of updated technology, which increases competitiveness ofindustry;Lower production and maintenance price through clean water availability.reduction of the need for pre-treatment of the supplied water;Lower consumption of primary raw materials as the result of implementation ofan efficient system of a renewed use and recycling;Support to employment and benefits for local and regional development;Support to the development of companies and their benefit through raising ofawareness on the risks for the environment, access to risk minimisation andresponse to the risk that has occurred.When we talk about benefits of implementation of the EU legislation in the field ofenvironmental protection the same can be shown in the form of the following Table:336
