1 st WorkshopXIII International Feed Technology Symposiumproducts, better protection <strong>of</strong> eco-systems that are under significant impact <strong>of</strong> pollutionfrom the air <strong>and</strong> water.The benefits that are the result <strong>of</strong> implementation <strong>of</strong> EU Directives on naturepreservation are mainly connected with the establishment <strong>of</strong> Natura 2000 Network <strong>of</strong>special, protected areas in the c<strong>and</strong>idate countries. Bio-diversity <strong>and</strong> eco-system shallalso benefit from other Directives in the EU legislation on environmental protection, e.g.through better quality <strong>of</strong> water <strong>and</strong> air, which reduces the pressure on protected areas.Finally, the implementation <strong>of</strong> Habitats Directive shall help to reduce the problems thatarise with habitats due to the uncontrolled urbanisation, intensive forest cutting <strong>and</strong>intensive agricultural activities, as well as damages caused to protected areas, e.g. in theDanube delta. The implementation <strong>of</strong> the Directive on habitats <strong>and</strong> wild birds shallassist:• In many cases through increase <strong>of</strong> surfaces within the protected area;• Through raising <strong>of</strong> the level <strong>of</strong> protection within the protected area;• Through identification <strong>of</strong> species that need to be protected;• Through adopting <strong>of</strong> specific protection measures at each specific territory (e.g.prohibition <strong>of</strong> use <strong>of</strong> pesticides).It is not possible to quantify, but social benefit shall be seen in better nature <strong>and</strong>protection <strong>of</strong> species. The civil society shall have significant benefits from the increase<strong>of</strong> communication <strong>and</strong> distribution <strong>of</strong> information on the environment, increase <strong>of</strong>consultation based approach <strong>and</strong> inclusion in the streams <strong>of</strong> implementation <strong>of</strong> theDirective (e.g. inclusion <strong>of</strong> consumers in the process shall assist in raising <strong>of</strong> awarenesson their role <strong>and</strong> impact on the environment). Finally, the employment shall rise alongwith the investments in environmental protection, which shall support the stability <strong>of</strong> thesociety.Outline <strong>of</strong> the adopted laws the field <strong>of</strong> ecologyEnactment <strong>of</strong> a set <strong>of</strong> laws in December 2004 made a concrete contribution to thoseprocesses. They include:Law on Environmental Impact AssessmentLaw on Strategic Environmental Impact AssessmentLaw on Integrated Environmental Pollution Prevention <strong>and</strong> Control; <strong>and</strong>Law on Environmental Protection [13]Comparing it with the European Community Directive 96/ 61/ EC (1996) [1], the Lawon Integrated Environmental Pollution Prevention <strong>and</strong> Control represents a national lawthat sets forth the same provisions. This Law regulates the conditions <strong>and</strong> procedures <strong>of</strong>issuing <strong>of</strong> integrated permits for plants <strong>and</strong> activities that can have negative effects onhuman health, environment, or material property, types <strong>of</strong> activities <strong>and</strong>plants/installations, supervision <strong>and</strong> other issues <strong>of</strong> significance for environmentalpollution prevention <strong>and</strong> control. This Law implements certain new terms into practice,such as the term “best available technique” or “BAT” that implies the most effective <strong>and</strong>advanced stage in the development <strong>of</strong> activities <strong>and</strong> their methods <strong>of</strong> operation whichenable more suitable implementation <strong>of</strong> particular techniques for compliance with theemission limit values prescribed to prevent <strong>and</strong> reduce emissions <strong>and</strong> impacts on the338
