EDUCATIONAL PLANT FIVE YEAR SURVEY REPORTDistrict:59-SEMINOLE COUNTY SCHOOL DISTRICTSurvey:Survey: 3 - Version: 1Status:Active Pend<strong>in</strong>gFACILITIES LISTSM<strong>in</strong>imum Space RequirementsThe Facility Lists component identifies the standard schools programs by gro<strong>up</strong><strong>in</strong>g and list<strong>in</strong>g the classrooms ands<strong>up</strong>port spaces that districts normally consider the most ideal for meet<strong>in</strong>g the districts needs. These lists usually are acomb<strong>in</strong>ation of elementary, middle, senior high, ancillary, and other special school centers such as exceptionalstudents, alternative, and various types of comb<strong>in</strong>ation schools, e.g. K-8, K-12, 6-12, etc.All board approved and adopted facilities lists must conform to standards established <strong>in</strong> SREF. The facilities lists <strong>in</strong>EFIS are based on net square footage per space; the gross square footage <strong>in</strong> a facilities list for new construction isdeterm<strong>in</strong>ed by add<strong>in</strong>g a standardized percentage of the net square footage for all auxiliary and s<strong>up</strong>port spaces.Elementary schools have 27 percent added for net-to-gross conversions; middle schools have 32 percent added fornet-to-gross conversions; and high schools have 34 percent added for net-to-gross conversions. An additional 6percent is added to each type school for mechanical spaces.Educational plant survey costs for student stations are determ<strong>in</strong>ed by the Office of Economic and DemographicResearch (EDR). Each five-year survey is based on cost factors that are 31 months (January, the midway po<strong>in</strong>t of thefive-year survey period) from the official beg<strong>in</strong>n<strong>in</strong>g of the survey period, which is July 1 of the first full year of thesurvey. All new capacity construction uses the appropriate grade level student station cost factors; the cost persquare foot for new construction, remodel<strong>in</strong>g, and renovation is based on actual statewide average construction costdata with the EDR cost <strong>in</strong>dex <strong>in</strong>crease applied to use the same 31 months mid-po<strong>in</strong>t of the survey costs for plann<strong>in</strong>gpurposes. This cost estimate process is applied uniformly to all surveys <strong>in</strong> all districts so that consistent estimates canbe made. Actual costs are reported yearly <strong>in</strong> the 5-year district facilities work program annual budget.Costs for remodel<strong>in</strong>g recommendations are typically based on one-half the cost of new construction, but may varysignificantly based on the type of remodel<strong>in</strong>g. Costs for renovation recommendations are typically based on one-thirdthe cost of new construction, and like remodel<strong>in</strong>g costs, may vary significantly based on the renovation project. Allcost estimates are best judgment approximations and may vary significantly between projects. Before enter<strong>in</strong>g <strong>in</strong>tothe plann<strong>in</strong>g phase on projects, the district should have a professional review of the estimated cost and assure thatthe current Uniform Build<strong>in</strong>g Code standards are applied when the cost estimates are made.Cost estimates and recommendations for ma<strong>in</strong>tenance and operations of educational plants safety and sanitationdeficiencies are <strong>not</strong> <strong>in</strong>cluded <strong>in</strong> this survey. Boards should follow the requirements of §1013.12, F.S., to meet theneeds <strong>in</strong> these areas.Facilities recommended <strong>in</strong> accordance with the approved facilities lists at exist<strong>in</strong>g or recommended new schools mayneed to be changed as programs change.PAGE:17 of 401Report Date: 5/12/2011 3:38:08 PMPage 104
