and runs through any pre-season or regular season practices, competition, or activities, and concludes with anypost season or state qualify<strong>in</strong>g play or culm<strong>in</strong>at<strong>in</strong>g activity.SECTION 3. PROCESSING REPORTS OF VIOLATIONSReports of alleged violations of the Citizenship Standards for Participation shall be made to the pr<strong>in</strong>cipal orhis/her designee. The pr<strong>in</strong>cipal or his/her designee shall conduct an <strong>in</strong>vestigation to determ<strong>in</strong>e the validity of anyallegations. If it is determ<strong>in</strong>ed that it is reasonable to believe a violation has occurred, the student and his/herparents shall be <strong>not</strong>ified of the alleged violation, of the possibility of extra-curricular sanctions, and of a right toan <strong>in</strong>formal hear<strong>in</strong>g where evidence may be presented.A hear<strong>in</strong>g must be requested with<strong>in</strong> seven (7) calendar days of the date of the <strong>not</strong>ification by the pr<strong>in</strong>cipal orhis/her designee of the violations. If a hear<strong>in</strong>g is requested, the pr<strong>in</strong>cipal or his/her designee shall conduct onewith<strong>in</strong> seven (7) calendar days of receipt of the hear<strong>in</strong>g request. If no hear<strong>in</strong>g is requested, or the hear<strong>in</strong>g requestis received after the deadl<strong>in</strong>e, the pr<strong>in</strong>cipal or his/her designee shall make a determ<strong>in</strong>ation whether or <strong>not</strong> asanction should be imposed.Hear<strong>in</strong>gs shall be conducted <strong>in</strong> a manner that affords students with a full opportunity to present his/her version ofthe <strong>in</strong>cident. However, these hear<strong>in</strong>gs are <strong>not</strong> formal legal proceed<strong>in</strong>gs and are <strong>not</strong> required to be conducted <strong>in</strong>accordance with the rules of procedure normally associated with formal adm<strong>in</strong>istrative hear<strong>in</strong>gs or courtproceed<strong>in</strong>gs. The decision of the pr<strong>in</strong>cipal is f<strong>in</strong>al and is <strong>not</strong> subject to appeal. If it is determ<strong>in</strong>ed that a studentdid commit a violation of the Citizenship Standards Policy the sanctions shall be imposed immediately.SECTION 4. SANCTIONSA. Suspension from Participation <strong>in</strong> EventsStudents found to have violated the Citizenship Standards Policy shall be suspended from participation <strong>in</strong> extracurricularevents <strong>in</strong> accordance with the sanctions outl<strong>in</strong>ed <strong>in</strong> the Summary Table of Infractions andConsequences. The sanctions outl<strong>in</strong>ed <strong>in</strong> this policy establish the m<strong>in</strong>imum discipl<strong>in</strong>ary sanction a sponsor orcoach shall take <strong>in</strong> respond<strong>in</strong>g to a violation of the Citizenship Standards Policy. Coaches and sponsors have theauthority to <strong>in</strong>crease the duration of suspension from participation <strong>in</strong> extra-curricular events for any violation ofthis policy.Students suspended from participation shall <strong>not</strong> be permitted to participate <strong>in</strong> any event related activities, dressout for the event, or travel to the event with the team or gro<strong>up</strong>. An event is def<strong>in</strong>ed as a game, activity, or contest.A tournament experience is considered to be a s<strong>in</strong>gle event, even though a tournament consists of more than onegame, activity, or contest.When School Board Policy permits, and with permission of the coach or sponsor, students under suspension fromparticipation may participate <strong>in</strong> tryouts, practices, or meet<strong>in</strong>gs while wait<strong>in</strong>g for a sanction to be completed.However, coaches and sponsors may prohibit students from participat<strong>in</strong>g <strong>in</strong> tryouts, practices, or meet<strong>in</strong>gs whenthey deem such action is appropriate.It is beyond the scope of this policy to identify every possible action on the part of a student that may be deemedas undesirable by a coach or sponsor. Therefore, coaches and sponsors may impose appropriate discipl<strong>in</strong>aryconsequences for acts <strong>not</strong> specifically identified <strong>in</strong> the Summary Table of Infractions and Consequences.Furthermore, <strong>not</strong>h<strong>in</strong>g <strong>in</strong> this policy shall prohibit coaches from dismiss<strong>in</strong>g or remov<strong>in</strong>g a student from a team orgro<strong>up</strong> when coaches or sponsors conclude such action is warranted.B. Impos<strong>in</strong>g SanctionsSanctions shall rema<strong>in</strong> <strong>in</strong> effect until they are completed. This may require sanctions assigned as a consequencefor a violation of the Citizenship Standards Policy be completed dur<strong>in</strong>g an activity season that is different fromthe activity that was <strong>in</strong> effect when the violation occurred. When necessary, the balance of any unfulfilledsanction shall be completed <strong>in</strong> the follow<strong>in</strong>g school year <strong>in</strong> which the student is enrolled.25Page 558
