EDUCATIONAL PLANT FIVE YEAR SURVEY REPORTDistrict:59-SEMINOLE COUNTY SCHOOL DISTRICTSurvey:Survey: 3 - Version: 1Status:Active Pend<strong>in</strong>g* School Size: Any school that is <strong>not</strong> large enough to justify a full-time pr<strong>in</strong>cipal, a media specialist, foodservice staff, and special <strong>in</strong>structional and clerical staff are economically <strong>in</strong>efficient andrestrictive <strong>in</strong> program offer<strong>in</strong>g; simply stated, m<strong>in</strong>imally sized schools are too expensive tooperate if a district lacks sufficient f<strong>in</strong>ancial resources to make such facilities a viableoption. Generally, new school centers are <strong>not</strong> recommended for fewer than 400 students <strong>in</strong>elementary schools or 100 students per grade level <strong>in</strong> secondary schools. Where practical,exist<strong>in</strong>g schools that are below these sizes should be consolidated.* Wooden Build<strong>in</strong>gs:* UnsatisfactorySpace:Generally, all wooden exterior build<strong>in</strong>gs (other than relocatables) are consideredunsatisfactory and are <strong>not</strong> assigned student capacity.Generally, all wooden exterior build<strong>in</strong>gs (other than relocatables) are consideredunsatisfactory and are <strong>not</strong> assigned student capacity.NOTE: Unsatisfactory space is typically designated as such due to compromis<strong>in</strong>g effects onthe structural <strong>in</strong>tegrity, safety, or excessive physical deterioration of a build<strong>in</strong>g. Spacecondition should be the same, either satisfactory or unsatisfactory, for all rooms <strong>in</strong> a build<strong>in</strong>gwith the exception of rooms reported <strong>in</strong> relocatable build<strong>in</strong>gs that represent <strong>in</strong>dividual units. Aspace may be structurally unsound (unsatisfactory) and still be adequate <strong>in</strong> size.* Inadequate Space:Generally means that the size of space is <strong>not</strong> appropriate, sufficient, suitable, or lacks abilityto meet the fitt<strong>in</strong>g requirements for <strong>in</strong>struction or <strong>in</strong>structional s<strong>up</strong>port, such as smallclassrooms or <strong>in</strong>sufficient acreage for a school site. Inadequacy may be a condition broughton by chang<strong>in</strong>g standards, or <strong>in</strong>creased enrollment caus<strong>in</strong>g overuse thereby result<strong>in</strong>g <strong>in</strong>undersized or unsuitable circumstances.NOTE: Inadequate space is typically designated as such by the capital outlay classifications(COC) C-3 and C-7. Inadequate is a designation for an entire facility, <strong>not</strong> just a build<strong>in</strong>g orroom. A space or build<strong>in</strong>g may be structurally sound (satisfactory) and still be <strong>in</strong>adequate.* Relocatable Build<strong>in</strong>g: Facilities designed and built to be moved from one school to a<strong>not</strong>her are recognized asprovid<strong>in</strong>g valuable flexibility.* Student Station:* Student Capacity:A student station is the area necessary for a student to engage with a teacher <strong>in</strong> appropriatesubject matter educational (learn<strong>in</strong>g) activities. The size of this area will vary with theparticular type of activity and by grade level. A laboratory or shop <strong>in</strong> which the student mustmove about requires more area per student than a regular classroom where the studentrema<strong>in</strong>s seated at a desk. The total student stations at a school center are used todeterm<strong>in</strong>e the capacity of the school.The maximum number of students that should be housed <strong>in</strong> a facility. In an elementaryschool, students are typically assigned to one classroom throughout the day and studentcapacity for elementary schools equals the student stations. However, <strong>in</strong> middle andsecondary schools, students usually move from classroom to classroom to participate <strong>in</strong>different <strong>in</strong>structional subject matter, which <strong>in</strong>terjects schedul<strong>in</strong>g as a factor <strong>in</strong> calculat<strong>in</strong>gcapacity.
