These lists, once approved by the board and by the Department, are used <strong>in</strong> theeducational plant survey process to identify the space needs of exist<strong>in</strong>g schools (compar<strong>in</strong>g FISH and COFTE to thefacility lists) and for build<strong>in</strong>g new schools. Any new schools constructed or the expansion of exist<strong>in</strong>g schools must berelative to the approved facility list and the classroom capacity must <strong>not</strong> exceed the projected COFTE for that/thoseschools. When build<strong>in</strong>g a new school center or add<strong>in</strong>g classroom capacity to an exist<strong>in</strong>g school, the capacity of the<strong>in</strong>structional spaces (classrooms) for the school may <strong>not</strong> exceed the projected COFTE planned for the school <strong>in</strong> theout-year of the survey even though the facility list may be for a larger number of students. The school’s core facilitiesshould be built to the full size of the facility list if it is reasonably anticipated that the school will eventually serve thenumber of students <strong>in</strong> the facility list; however, the classrooms must <strong>in</strong>itially only be built to serve the projectedCOFTE; to do otherwise would violate the public trust and abuse tax-payer money.PAGE:18 of 401Report Date: 5/12/2011 3:38:08 PMPage 105
