EDUCATIONAL PLANT FIVE YEAR SURVEY REPORTDistrict:59-SEMINOLE COUNTY SCHOOL DISTRICTSurvey:Survey: 3 - Version: 1Status:Active PendingBuilding New Schools Or Additions To Existing Schools Relative To Approved Facility ListsAll facility lists are developed and approved by a district school board to establish the district’s standard schools bytype and for the ideal size of schools. These lists, once approved by the board and by the Department, are used in theeducational plant survey process to identify the space needs of existing schools (comparing FISH and COFTE to thefacility lists) and for building new schools. Any new schools constructed or the expansion of existing schools must berelative to the approved facility list and the classroom capacity must not exceed the projected COFTE for that/thoseschools. When building a new school center or adding classroom capacity to an existing school, the capacity of theinstructional spaces (classrooms) for the school may not exceed the projected COFTE planned for the school in theout-year of the survey even though the facility list may be for a larger number of students. The school’s core facilitiesshould be built to the full size of the facility list if it is reasonably anticipated that the school will eventually serve thenumber of students in the facility list; however, the classrooms must initially only be built to serve the projectedCOFTE; to do otherwise would violate the public trust and abuse tax-payer money.PAGE:18 of 401Report Date: 5/12/2011 3:38:08 PMPage 105
