EDUCATIONAL PLANT FIVE YEAR SURVEY REPORTDistrict:59-SEMINOLE COUNTY SCHOOL DISTRICTSurvey:Survey: 3 - Version: 1Status:Active Pend<strong>in</strong>gMethod For Mak<strong>in</strong>g Educational Plant SurveysThe board must arrange for an educational plant survey to be conducted either by district staff, through contractualagreement, or a comb<strong>in</strong>ation of district staff and private vendors. A survey conducted by the Office of EducationalFacilities is a cooperative process with staff from the Office of Educational Facilities and staff from school districtsoutside of the district be<strong>in</strong>g surveyed. Typically, the survey process will <strong>in</strong>clude, as a m<strong>in</strong>imum:*Spot or grid maps show<strong>in</strong>g the residence of all elementary, middle or junior high, and senior high school students,the school attended by each student, and the location of each school.* COFTE student membership trends of each school center for the past five years.*A floor plan for each build<strong>in</strong>g at each educational plant identify<strong>in</strong>g each build<strong>in</strong>g and each room (space) bynumber as they appear <strong>in</strong> the Florida Inventory of School Houses (FISH).* A list of the construction projects under contract.****A statement of the policies of the board with respect to grade organization and the types and sizes of facilities tobe provided for new elementary, middle or junior high, and senior high schools (facilities lists).Other <strong>in</strong>formation that may affect build<strong>in</strong>g costs, population trends, and other related matters that may <strong>in</strong>fluencethe district educational facilities build<strong>in</strong>g needs program.The survey team members visit and evaluate each educational plant; student capacities are carefully evaluated ateach school center.The districtwide projection of students is distributed among the various exist<strong>in</strong>g school centers and any newschool centers are recommended on the basis of past trends and the best judgment of both the District and the<strong>County</strong> Growth Management Office as to where growth is most likely to occur.* The survey team should make logical recommendations based on all relevant <strong>in</strong>formation available.The survey is limited to the study of educational and ancillary plants owned or under long-term lease agreement bythe school board. No comprehensive study is made of the <strong>in</strong>structional program and recommendations made for theimprovement of the educational and ancillary plants of the district are <strong>not</strong> an evaluation of the <strong>in</strong>structional program.Recommendations, however, must be clearly associated with the relationship between educational facilities and<strong>in</strong>structional programs.State-level RequirementsThe survey report must <strong>in</strong>clude a recommended pattern for hous<strong>in</strong>g the student projection for a five-year period,<strong>in</strong>clud<strong>in</strong>g changes <strong>in</strong> utilization of exist<strong>in</strong>g school centers, phas<strong>in</strong>g out of unsatisfactory facilities and/or schoolcenters, additions at exist<strong>in</strong>g school centers, and construction of new school centers. Ancillary facilities should also beconsidered <strong>in</strong> the recommendations.The broad, general state-level conditions that give directions to a survey are established as guidel<strong>in</strong>es only <strong>in</strong>sofar asfeasible for application with<strong>in</strong> a given district.PAGE:8 of 401Report Date: 5/12/2011 3:38:08 PMPage 95
