S<strong>up</strong>er<strong>in</strong>tendent’s Recommendation:That the School Board of Sem<strong>in</strong>ole <strong>County</strong> approve the 2011-2015 Five Year Educational Plant Survey aspresented.2. <strong>Back</strong>ground/Analysis:Florida Statue 1013.31 requires the Board to arrange for an educational plant survey every five years. The lastsurvey for Sem<strong>in</strong>ole <strong>County</strong> was completed <strong>in</strong> January 2006 and the deadl<strong>in</strong>e for completion of the <strong>up</strong>datedsurvey is June 30, 2011. The Department of Education establishes the content, format, criteria and cost estimatenumbers for the plant survey. The survey recommendations are entered <strong>in</strong>to a DOE database under the control ofthe Office of Educational Facilities. The educational plant survey consists of the follow<strong>in</strong>g analysis and criteria:• An <strong>in</strong>ventory of FISH data for exist<strong>in</strong>g educational and ancillary facilities• Recommendations for improvements to exist<strong>in</strong>g educational and ancillary facilities• Recommendation for clos<strong>in</strong>g one elementary school• Information required by the rules of the State Board of Educational such as the follow<strong>in</strong>g:o The FISH capacity of each facility and the “estimated” cost of each recommendationo An analysis of past and projected capital outlay student population (COFTE) for pre-K through12, us<strong>in</strong>g DOE COFTE projectionso Statements of proposed types of facilities, grade structure, and student capacity for pre-Kthrough 12, all based <strong>up</strong>on current facilities listso An analysis of projected capital outlay fund revenue for the next five years• DOE requires the survey districts to house students <strong>in</strong> all available stations before recommend<strong>in</strong>gadditional new schools. This therefore presumes a district will rezone to balance, on a district widebasis, elementary, middle, and high school attendance zones to ensure all schools are at capacity,before “need<strong>in</strong>g” new school construction. Please <strong>not</strong>e that there are no recommendations for “new”school construction.• The survey and FISH data account for class size reduction numbers• The student stations associated with relocatables constructed prior to 1983 and any leased relocatablesare excluded per DOE Rule and Statute• The survey <strong>in</strong>corporates projects currently identified <strong>in</strong> the 5 year CIPThe Facilities Department completed this school plant survey. The survey recommendations are summarized asfollows:• No new school construction• Full time ESE classrooms, toilets, & s<strong>up</strong>plemental <strong>in</strong>struction areas have been recommended asneeded throughout the district• Clos<strong>in</strong>g Longwood Elementary School• Remodel cafeteria & kitchens at select schools to br<strong>in</strong>g their facilities <strong>up</strong> to current district standards• Add P.E. restrooms, toilets, and storage as needed throughout the district• Renovations as necessary to all campuses• District-wide recommendations to improve safety, health and sanitation conditions, accessibility,equipment for exist<strong>in</strong>g facilities, auxiliary space, paved park<strong>in</strong>g areas, site acquisition, and technologyretrofit.
