EDUCATIONAL PLANT FIVE YEAR SURVEY REPORTDistrict:59-SEMINOLE COUNTY SCHOOL DISTRICTSurvey:Survey: 3 - Version: 1Status:Active Pend<strong>in</strong>gPurpose of an Educational Plant SurveyThe construction of new educational facilities is a major undertak<strong>in</strong>g even <strong>in</strong> school systems where such constructionis a cont<strong>in</strong>uous process. If a 50-year capital <strong>in</strong>vestment is to be protected, the location, size, type of materials,arrangement of spaces, and other considerations, regard<strong>in</strong>g each new facility or addition to an exist<strong>in</strong>g facility mustbe determ<strong>in</strong>ed on the basis of reliable, factual data. To do otherwise would violate the trust of present and futuregenerations of children and of taxpayers.The purpose of an educational plant survey is to aid <strong>in</strong> formulat<strong>in</strong>g plans for hous<strong>in</strong>g the educational activities ofstudents and staff of the school district for the next several years and the survey must consider the localcomprehensive plan <strong>in</strong> its forecast strategies. The development of this plan must be based on a careful study of allavailable data regard<strong>in</strong>g the current status of educational and ancillary facilities <strong>in</strong> relation to capital outlay full-timeequivalency (COFTE) student membership and the projected changes <strong>in</strong> COFTE student membership. The <strong>in</strong>tent of aregular, formal educational plant survey is to encourage the thoughtful, orderly development of a program forprovid<strong>in</strong>g educational and ancillary plants to adequately house the educational and academic s<strong>up</strong>port activities of thedistrict.A formal educational plant survey is required by §1013.31, F.S., to be conducted every five years, but may beconducted as often as necessary. It is sometimes necessary to make changes to the survey recommendations <strong>in</strong> the<strong>in</strong>terim. Local school adm<strong>in</strong>istrators are responsible for a regular audit<strong>in</strong>g of survey recommendations and for the<strong>in</strong>itiation of the request for any necessary changes.PAGE:6 of 401Report Date: 5/12/2011 3:38:08 PMPage 93
