INTRODUCTIONWelcome to Sem<strong>in</strong>ole <strong>County</strong> Public <strong>Schools</strong> of Florida. The District School Board and S<strong>up</strong>er<strong>in</strong>tendent are proudof the positive learn<strong>in</strong>g environment and general tone of good discipl<strong>in</strong>e that exist <strong>in</strong> the public schools ofSem<strong>in</strong>ole <strong>County</strong>. These have been achieved through a cooperative effort among students, school districtpersonnel, and parents to establish an orderly and purposeful educational atmosphere.DEFINITIONS:1. The term “parent” wherever used <strong>in</strong> this document shall <strong>in</strong>clude a student’s parent or parents, legalguardian, legal custodian, or adult recognized by the student’s school as act<strong>in</strong>g “<strong>in</strong> loco parentis.”2. The term “S<strong>up</strong>er<strong>in</strong>tendent” shall <strong>in</strong>clude the S<strong>up</strong>er<strong>in</strong>tendent’s designees <strong>in</strong>clud<strong>in</strong>g executive directors,pr<strong>in</strong>cipals, assistant pr<strong>in</strong>cipals, and/or deans as is appropriate with<strong>in</strong> the context of the provision.The Student Conduct and Discipl<strong>in</strong>e Code is published to communicate the expectations of the School Board forstudents’ behavior <strong>in</strong> grades K-12 and to summarize the policies of the Sem<strong>in</strong>ole <strong>County</strong> Public <strong>Schools</strong> relatedto the management of student conduct. Accord<strong>in</strong>gly, this hand<strong>book</strong>:1. def<strong>in</strong>es the responsibilities and rights of students;2. def<strong>in</strong>es the rules of conduct and the behavioral expectations for students;3. establishes the consequences for violations of the rules of conduct; and4. describes the procedures for process<strong>in</strong>g discipl<strong>in</strong>ary violations.The Student Conduct and Discipl<strong>in</strong>e Code is published once a year and may <strong>not</strong> conta<strong>in</strong> subsequent changes <strong>in</strong>policy or procedure. When a policy or procedure is revised, the change will be communicated through schoolnewsletters or other means of communication, at which time the published revision shall replace previous<strong>in</strong>formation. It is the belief of the School Board that all students have the right to attend school and school functionsfree of fear, harm or harassment. The policies and procedures outl<strong>in</strong>ed <strong>in</strong> the Student Conduct and Discipl<strong>in</strong>eCode have been adopted <strong>in</strong> s<strong>up</strong>port of this fundamental premise.Please <strong>not</strong>e that the School Board cooperates with federal, state, and local law enforcement agencies to report,prevent and respond to unlawful activities occurr<strong>in</strong>g on the campuses of the Sem<strong>in</strong>ole <strong>County</strong> Public <strong>Schools</strong>.In order for the School Board to fully implement its responsibilities it is important that enrollment and emergencycard <strong>in</strong>formation be kept <strong>up</strong> to date at each student’s school. It is the responsibility of each student and his or herparent to report changes <strong>in</strong> enrollment or emergency card <strong>in</strong>formation to the school.Video cameras have been <strong>in</strong>stalled throughout the build<strong>in</strong>gs of Sem<strong>in</strong>ole <strong>County</strong> Public School campuses.Students may be filmed and the videotapes may be used to determ<strong>in</strong>e violations of the Student Conduct andDiscipl<strong>in</strong>e Code.SCOPE OF AUTHORITYThe Student Conduct and Discipl<strong>in</strong>e Code applies to all students enrolled <strong>in</strong> a Sem<strong>in</strong>ole <strong>County</strong> public school.The code is <strong>in</strong> effect on School Board owned or controlled property and whenever students are under the officials<strong>up</strong>ervision of School Board employees, <strong>in</strong>clud<strong>in</strong>g but <strong>not</strong> limited to: field trips, extracurricular activities, orwhile be<strong>in</strong>g transported to and from such places either by school bus, approved drivers, or other official means ofconveyance.This code applies to students who are formally charged with the commission of a felony, or del<strong>in</strong>quent act, whichwould be a felony if committed by an adult, and when such conduct is determ<strong>in</strong>ed by the student’s pr<strong>in</strong>cipal to1Page 534
