1. Introduction
Offentlighedskommissionens betænkning – Kapitel 28
As a result of its work and in accordance with the task that follows from the
terms of reference, the Commission has drawn up a draft of a new, comprehensive
Access to Public Administration Files Act (Offentlighedsloven),
which is contained in Chapter 27 of the white paper. With the exception of a
few elements, the Commission is in agreement on the draft Bill.
This Chapter contains an English summary of the white paper and a summary
of the Commission’s proposals. Point 2 contains a short description of
the contents of Chapters 1-27 of the white paper. Point 3 provides a review of
the main elements in the Commission’s draft of a new Access to Public Administration
Files Act. Point 4 provides a summary overview of the elements in
the Commission’s draft Bill which, from a general point of view, may be said
to expand the fundamental principle in the current Access to Public Administration
Files Act on openness in public administration, as well as the elements
that may be said to represent a limitation in relation to what follows from the
current Access to Public Administration Files Act.
2. Contents of the White Paper
Chapter 1 of the white paper contains the Commission’s terms of reference and
the Commission’s composition.
Chapter 2 of the white paper contains a summary of the Commission’s de liberations
and proposals.
