ordering that these officers in Lord Johnstone's regiment should have full pay<br />

given them. On an earlier application to the committee for the army, some<br />

question was raised as to the power of the committee to do what Lord John-<br />

stone asked, while they thought lie should explain his not going out witli the<br />

army, and other points in liis petition. The account preserded to the com-<br />

mittee of estates of the payments due to his regiment for eight months, from<br />

December 1639, mentions one lieutenant-colonel, one major, two captains,<br />

three lieutenants, and two sergeants. The total of two parts of tlie pay of tliese<br />

of3Scers for the time stated is £3756, Gs. Sd. Of this sum tlie public are lield<br />

to be liable only for i he uionths of December 1639 and January 1C40, and<br />

the remainder is charged against the shire. Tliere is a charge for a horse<br />

watch kept upon the P.order by Johnstone in 1639, numbering twenty-<br />

four, for six weeks; and also for another liorse watch, consisting of sixty<br />

horse, kept by Johnstone on the Border for fifteen days. There are also<br />

statements of pay to the regiment from 1st Aiigust 1640 to 1st September<br />

16-11, "being threttein moneths at the lyik pay as the oflicers was pyed in<br />

England." These include payments for a colonel, a lieutenant-colonel, two<br />

captains, seven lieutenants, seven ensign.s, fourteen sergeants, six captains-at-<br />

arms, foiirteen drummers and pipers, one minister, one quartermaster, one<br />

"scriver," one drum-major, and one provost-mar.shal. The sum due to<br />

Johnstone foi the pay of these for the thirteen months is given as<br />

£29,181, Ss. 4d. The account was still unpaid in 16-18. On 14th Jamiary<br />

of that year a sr.b-committee, to whom it was remitted, reported to the<br />

committee of estates that they had taken the Earl of Hartfell's word of<br />

honour that the number of officers and tlieir pay were correctl}" stated in<br />

the account. The account was thereupon declared a public debt due by the<br />

kingdom to the J'arl of Hartfell.^<br />
