of writing his initials of " AY. IJ." at the foot of the warrant. The Earl of<br />

JMelvill, the first secretary of state for <strong>Scotland</strong> under William, received many<br />

warrants and instructions under the hand of the king, bearing his full name<br />

•'William K." super.scribed at the top and his initials " W. If." at the foot.<br />

Occasionally when the king superscribed in full, and did not adil his initials<br />

at the foot of the warrant, the secretary of state subscribed his name in<br />

place of the royal initials. ]\Iauy examples of warrants so superscribed and<br />

initialed by the king to JIajor-C4encral Hugh ilackay, liis commander-in-chief<br />

in <strong>Scotland</strong>, and others have been recently printed for the first time, and<br />

bear out what has now been stated.^ King William, on ISth Decenrber<br />

1CS9, granted a vrairant to the Earl of Leven and Major-General Mackay for<br />

raising new regiments. That warrant is superscribed by King William and<br />

countersigned by Lord Melville.^ The king, on the same date, issued<br />

separate instructions to Leven and Mackay containing sixteen heads about<br />

these regiments. The instructions are superscribed " William E. " and sub-<br />

initialed "W. I?."' Additional instructions in regard to the forces vrere<br />

issued by the king on 4th January ICOO.* These are superscribed<br />

"William .Pi." and countersigned "Melvill." Two papers, one containing<br />

remarks by King William as to church-govt-rnmLiit in <strong>Scotland</strong>, and the<br />

other sending these to the Earl of ifelville, both dated 22d ]May 1690,<br />

are respectively superscribed " William 11." and sub-initialed " "W. It." ^<br />

In the montli of Eebruary 1090 a warrant was granted by the king to<br />

Mackay as commander-in-chief to ap]irehcnd certain persons suspected<br />

of treasoriable practices. That warrant is superscribed " William 1!." and<br />

sub-initialed " W. E."" The following is a copy of the document, including<br />

the facsimilos of the king's superscription and sub-initials:<br />
