2/19/04<strong>7110.65P</strong>Section 10. Team Position Responsibilities2−10−1. EN ROUTE SECTOR TEAM POSITIONRESPONSIBILITIESa. En Route Sector Team Concept and Intent:1. There are no absolute divisions of responsibilitiesregarding position operations. The tasks to becompleted remain the same whether one, two, orthree people are working positions <strong>with</strong>in a sector.The team, as a whole, has responsibility for the safeand efficient operation of that sector.2. The intent of the team concept is not to holdthe team accountable for the action of individualmembers, in the event of an operational accident/incident.b. Terms. The following terms will be used in enroute facilities for the purpose of standardization:1. Sector. The area of control responsibility(delegated airspace) of the en route sector team, andthe team as a whole.2. Radar Position (R). That position which is indirect communication <strong>with</strong> the aircraft and whichuses radar information as the primary means ofseparation.3. Radar Associate (RA). That position sometimesreferred to as “D−Side” or “Manual <strong>Control</strong>ler.”4. Radar Coordinator Position (RC). Thatposition sometimes referred to as “Coordinator,”“Tracker,” or “Handoff <strong>Control</strong>ler” (En Route).5. Radar Flight Data (FD). That positioncommonly referred to as “Assistant <strong>Control</strong>ler” or“A−Side” position.6. Nonradar Position (NR). That position whichis usually in direct communication <strong>with</strong> the aircraftand which uses nonradar procedures as the primarymeans of separation.c. Primary responsibilities of the En Route SectorTeam Positions:1. Radar Position:(a) Ensure separation.(b) Initiate control instructions.(c) Monitor and operate radios.(d) Accept and initiate automated handoffs.(e) Assist the radar associate position <strong>with</strong>nonautomated handoff actions when needed.(f) Assist the radar associate position incoordination when needed.(g) Scan radar display. Correlate <strong>with</strong> flightprogress strip information or User Request EvaluationTool (URET) data, as applicable.(h) Ensure computer entries are completed oninstructions or clearances you issue or receive.(i) Ensure strip marking and/or URET entriesare completed on instructions or clearances you issueor receive.(j) Adjust equipment at radar position to beusable by all members of the team.(k) The radar controller shall not be responsiblefor G/G communications when precluded byVSCS split functionality.2. Radar Associate Position:(a) Ensure separation.(b) At URET facilities, use URET informationto plan, organize, and expedite the flow of traffic.(c) Initiate control instructions.(d) Operate interphones.(e) Accept and initiate nonautomated handoffs,and ensure radar position is made aware of theactions.(f) Assist the radar position by accepting orinitiating automated handoffs which are necessary forthe continued smooth operation of the sector, andensure that the radar position is made immediatelyaware of any action taken.(g) Coordinate, including pointouts.(h) Monitor radios when not performinghigher priority duties.(i) Scan flight progress strips and/or URETdata. Correlate <strong>with</strong> radar data.(j) Manage flight progress strips and/orURET flight data.(k) Ensure computer entries are completed oninstructions issued or received.
