ASDE/AMASS shall be operated continuouslyto augment visual observation of aircraft landing ordeparting, and aircraft or vehicular movements onrunways and taxiways, or other areas of themovement area.b. The operational status of ASDE/AMASS/ASDE−X shall be determined during the reliefbriefing, or as soon as possible after assumingresponsibility for the associated control position.c. Use ASDE−X to augment visual observation ofaircraft and/or vehicular movements on runways andtaxiways, or other areas of the movement area:1. When visibility is less than the most distantpoint in the active movement area, and2. When, in your judgement, its use will assistyou in the performance of your duties at any time.3. ASDE−X shall be operated continuouslybetween sunset and sunrise regardless of thevisibility.3−6−2. INFORMATION USAGEa. ASDE/AMASS/ASDE−X derived informationmay be used to:1. Formulate clearances and control instructionsto aircraft.2. Formulate control instructions to vehicles onthe movement area.REFERENCE−FAAO 7210.3, Radar Use, Para 3−7−2b2.3. Position aircraft and vehicles using themovement area.4. Determine the exact location of aircraft andvehicles, or spatial relationship to other aircraft/vehicleson the movement area.5. Monitor compliance <strong>with</strong> control instructionsby aircraft and vehicles on taxiways and runways.6. Confirm pilot reported positions.7. Provide directional taxi information, asappropriate.PHRASEOLOGY−TURN (left/right) ON THE TAXIWAY/RUNWAY YOU AREAPPROACHING.b. Do not provide specific navigational guidance(exact headings to be followed) unless an emergencyexists or by mutual agreement <strong>with</strong> the pilot.NOTE−It remains the pilot’s responsibility to navigate visually viaroutes to the clearance limit specified by the controller andto avoid other parked or taxiing aircraft, vehicles, orpersons in the movement area.3−6−3. IDENTIFICATIONTo identify an observed target on the ASDE/AMASS/ASDE−X display, correlate its position <strong>with</strong> one ormore of the following:a. Pilot position report.b. <strong>Control</strong>ler’s visual observation.c. An identified target observed on the ASR orBRITE/DBRITE/TDW display.3−6−4. AMASS ALERT RESPONSESWhen the system alarms, the controller shallimmediately assess the situation visually and aspresented on the ASDE/AMASS display, then takeappropriate action, as follows:a. When an arrival aircraft (still airborne, prior tothe landing threshold) activates an alarm, thecontroller shall issue go−around instructions. (Exception:Alarms involving known formation flights,as they cross the landing threshold, may bedisregarded if all other factors are acceptable.)b. For other AMASS alarms, issue instructions/clearances based on good judgment and evaluation ofthe situation at hand.<strong>Air</strong>port Surface Detection Procedures3−6−1
