2/19/047110.65PChapter 1. IntroductionSection 1. General1−1−1. PURPOSEThis order prescribes air traffic control proceduresand phraseology for use by persons providing airtraffic control services. Controllers are required to befamiliar with the provisions of this order that pertainto their operational responsibilities and to exercisetheir best judgment if they encounter situations thatare not covered by it.1−1−2. DISTRIBUTIONThis order is distributed to selected offices inWashington Headquarters, Regional Offices, theTechnical Center, and the Aeronautical Center. Also,copies are sent to all air traffic control facilities, allinternational aviation field offices, and the interestedaviation public.1−1−3. CANCELLATIONFAA Order 7110.65N, Air Traffic Control, datedFebruary 21, 2002, and all changes to it are canceled.1−1−4. EXPLANATION OF MAJOR CHANGESThe significant changes to this order are identified inthe Explanation of Changes page(s). It is advisable toretain the page(s) throughout the duration of the basicorder. If further information is desired, directquestions through the appropriate facility/region staffto the office shown in parentheses following thechange.1−1−5. EFFECTIVE DATEThis order is effective February 19, 2004.1−1−6. RECOMMENDATIONS FORPROCEDURAL CHANGESa. Personnel should submit recommendedchanges in procedures to facility management.b. Recommendations from other sources shouldbe submitted through appropriate FAA, military, orindustry/user channels to Headquarters, FAA,Director of Air Traffic, AAT−1, attention: ATP−100.1−1−7.
