ATC SERVICEThe primary purpose of the ATC system is to preventa collision between aircraft operating in the systemand to organize and expedite the flow of traffic. Inaddition to its primary function, the ATC system hasthe capability to provide (<strong>with</strong> certain limitations)additional services. The ability to provide additionalservices is limited by many factors, such as thevolume of traffic, frequency congestion, quality ofradar, controller workload, higher priority duties, andthe pure physical inability to scan and detect thosesituations that fall in this category. It is recognizedthat these services cannot be provided in cases inwhich the provision of services is precluded by theabove factors. Consistent <strong>with</strong> the aforementionedconditions, controllers shall provide additionalservice procedures to the extent permitted by higherpriority duties and other circumstances. Theprovision of additional services is not optional on thepart of the controller, but rather is required when thework situation permits. Provide air traffic controlservice in accordance <strong>with</strong> the procedures andminima in this order except when:a. A deviation is necessary to conform <strong>with</strong> ICAODocuments, National Rules of the <strong>Air</strong>, or specialagreements where the U.S. provides air traffic controlservice in airspace outside the U.S. and itspossessions or:NOTE−Pilots are required to abide by CFRs or other applicableregulations regardless of the application of any procedureor minima in this order.b. Other procedures/minima are prescribed in aletter of agreement, FAA directive, or a militarydocument, or:NOTE−These procedures may include altitude reservations, airrefueling, fighter interceptor operations, law enforcement,etc.REFERENCE−FAAO 7110.65, Procedural Letters of Agreement, Para 1−1−8.c. A deviation is necessary to assist an aircraftwhen an emergency has been declared.REFERENCE−FAAO 7110.65, Safety Alert, Para 2−1−6.FAAO 7110.65, Emergencies, Chapter 10FAAO 7110.65, Merging Target Procedures, Para 5−1−8.2−1−2. DUTY PRIORITYa. Give first priority to separating aircraft andissuing safety alerts as required in this order. Goodjudgment shall be used in prioritizing all otherprovisions of this order based on the requirements ofthe situation at hand.REFERENCE−FAAO 7110.65, Safety Alert, Para 2−1−6.NOTE−Because there are many variables involved, it is virtuallyimpossible to develop a standard list of duty priorities thatwould apply uniformly to every conceivable situation.Each set of circumstances must be evaluated on its ownmerit, and when more than one action is required,controllers shall exercise their best judgment based on thefacts and circumstances known to them. That action whichis most critical from a safety standpoint is performed first.b. Provide additional services to the extentpossible, contingent only upon higher priority dutiesand other factors including limitations of radar,volume of traffic, frequency congestion, andworkload.2−1−3. PROCEDURAL PREFERENCEa. Use automation procedures in preference tononautomation procedures when workload, communications,and equipment capabilities permit.b. Use radar separation in preference to nonradarseparation when it will be to an operational advantageand workload, communications, and equipmentpermit.c. Use nonradar separation in preference to radarseparation when the situation dictates that anoperational advantage will be gained.NOTE−One situation may be where vertical separation wouldpreclude excessive vectoring.General2−1−1
