ATC SERVICEProvide air traffic control service in oceaniccontrolled airspace in accordance <strong>with</strong> the proceduresin this chapter except when other procedures/minimaare prescribed in a directive or a letter of agreement.REFERENCE−FAAO 7110.65, Procedural Letters of Agreement, Para 1−1−8.8−1−2. OPERATIONS IN OFFSHORE AIRSPACEAREASProvide air traffic control service in offshore airspaceareas in accordance <strong>with</strong> procedures and minima inthis chapter. For those situations not covered by thischapter, the provisions in this <strong>Order</strong> shall apply.8−1−3. VFR FLIGHT PLANSVFR flights in Oceanic FIRs may be conducted inmeteorological conditions equal to or greater thanthose specified in 14 CFR Section 91.155, Basic VFRweather minimums. Operations on a VFR flight planare permitted only between sunrise and sunset andonly <strong>with</strong>in:a. Miami, Houston, and San Juan Oceanic <strong>Control</strong>Areas (CTAs) at or below FL 180.b. Within the Oakland FIR when operating lessthan 100 NM seaward from the shoreline <strong>with</strong>incontrolled airspace.c. All Oceanic FIR airspace below the OceanicCTAs.8−1−4. TYPES OF SEPARATIONSeparation shall consist of at least one of thefollowing:a. Vertical separation;b. Horizontal separation, either;1. Longitudinal; or2. Lateral;c. Composite separation;d. Radar separation, as specified in Chapter 5,Radar, where radar coverage is adequate.8−1−5. ALTIMETER SETTINGWithin oceanic control areas, unless directed and/orcharted otherwise, altitude assignment shall be basedon flight levels and a standard altimeter setting of29.92 inches Hg.8−1−6. RECEIPT OF POSITION REPORTSWhen a position report affecting separation is notreceived, take action to obtain the report no later than10 minutes after the control estimate, unlessotherwise specified.8−1−7. OCEANIC NAVIGATIONAL ERRORREPORTING (ONER) PROCEDURESFAAO 7110.82, Monitoring of Navigation, LongitudinalSeparation, and Altitude Keeping Performancein Oceanic <strong>Air</strong>space, contains procedures forreporting and processing navigational errors observedby ATC radar for aircraft exiting oceanicairspace.NOTE−FAAO 7110.82 establishes procedures for processingONER procedures, Oceanic Altitude Deviation Reports,Erosion of Longitudinal Separation Reports, Letter ofAuthorization Verification Reports, and for collectingsystem data for analysis. This data is needed for riskmodeling activities to support separation standardreductions.8−1−8. USE OF CONTROL ESTIMATES<strong>Control</strong> estimates are the estimated position ofaircraft, <strong>with</strong> reference to time as determined by theATC automation system in use or calculated by thecontroller using known wind patterns, previousaircraft transit times, pilot progress reports, and pilotestimates. These estimates may be updated throughthe receipt of automated position reports and/ormanually updated by the controller. <strong>Control</strong> estimatesshall be used when applying time−based separationminima.General8−1−1
