GROUND TRAFFIC MOVEMENTIssue by radio or directional light signals specificinstructions which approve or disapprove themovement of aircraft, vehicles, equipment, orpersonnel on the movement area.a. Do not issue conditional instructions that aredependent upon the movement of an arrival aircrafton or approaching the runway or a departure aircraftestablished on a takeoff roll. Do not say, “Position andhold behind landing traffic,” or “Taxi/proceed acrossRunway Three Six behind departing/landing Jetstar.”The above requirements do not preclude issuinginstructions to follow an aircraft observed to beoperating on the movement area in accordance <strong>with</strong>an ATC clearance/instruction and in such a mannerthat the instructions to follow are not ambiguous.b. Do not use the word “cleared” in conjunction<strong>with</strong> authorization for aircraft to taxi or equipment/vehicle/personnel operations. Use the prefix “taxi,”“proceed,” or “hold,” as appropriate, for aircraftinstructions and “proceed” or “hold” for equipment/vehicles/personnel.c. Intersection departures may be initiated by acontroller or a controller may authorize anintersection departure if a pilot requests. Issue themeasured distance from the intersection to therunway end rounded “down” to the nearest 50 feet toany pilot who requests and to all military aircraft,unless use of the intersection is covered inappropriate directives.NOTE−Exceptions are authorized where specific military aircraftroutinely make intersection takeoffs and procedures aredefined in appropriate directives. The authority exercisingoperational control of such aircraft ensures that all pilotsare thoroughly familiar <strong>with</strong> these procedures, includingthe usable runway length from the applicable intersection.d. State the runway intersection when authorizingan aircraft to taxi into position to hold or whenclearing an aircraft for takeoff from an intersection.PHRASEOLOGY−RUNWAY (number) AT (taxiway designator) (furtherinstructions as needed).RUNWAY (number) AT (taxiway designator), POSITIONAND HOLD.If requested or required,RUNWAY (number) AT (taxiway designator)INTERSECTION DEPARTURE, (remaining length)FEET AVAILABLE.e. TAXI AND GROUND MOVEMENTOPERATIONSIssue, as required or requested, the route for theaircraft/vehicle to follow on the movement area inconcise and easy to understand terms. When a taxiclearance to a runway is issued to an aircraft, confirmthe aircraft has the correct runway assignment.NOTE−1. A pilot’s read back of taxi instructions <strong>with</strong> the runwayassignment can be considered confirmation of runwayassignment.2. Movement of aircraft or vehicles on nonmovementareas is the responsibility of the pilot, the aircraft operator,or the airport management.Taxi and Ground Movement Procedures3−7−1
