The actual departure time or a subsequent stripposting time shall be forwarded to the receivingfacility unless assumed departure times are agreedupon and that time is <strong>with</strong>in 3 minutes of the actualdeparture time.4−3−9. VFR RELEASE OF IFR DEPARTUREWhen an aircraft which has filed an IFR flight planrequests a VFR departure through a terminal facility,FSS, or air/ground communications station:a. After obtaining, if necessary, approval from thefacility/sector responsible for issuing the IFRclearance, you may authorize an IFR flight plannedaircraft to depart VFR. Inform the pilot of the properfrequency and, if appropriate, where or when tocontact the facility responsible for issuing theclearance.PHRASEOLOGY−VFR DEPARTURE AUTHORIZED. CONTACT (facility)ON (frequency) AT (location or time if required) FORCLEARANCE.b. If the facility/sector responsible for issuing theclearance is unable to issue a clearance, inform thepilot, and suggest that the delay be taken on theground. If the pilot insists upon taking off VFR andobtaining an IFR clearance in the air, inform thefacility/sector holding the flight plan of the pilot’sintentions and, if possible, the VFR departure time.4−3−10. FORWARDING DEPARTURE TIMESTERMINALUnless alternate procedures are prescribed in a letterof agreement or automatic departure messages arebeing transmitted between automated facilities,forward departure times to the facility from whichyou received the clearance and also to the terminaldeparture controller when that position is involved inthe departure sequence.NOTE−1. Letters of agreement prescribing assumed departuretimes or mandatory radar handoff procedures arealternatives for providing equivalent procedures.2.
