2/19/04<strong>7110.65P</strong>4−5−6. MINIMUM EN ROUTE ALTITUDESExcept as provided in subparas a and b below, assignaltitudes at or above the MEA for the route segmentbeing flown. When a lower MEA for subsequentsegments of the route is applicable, issue the lowerMEA only after the aircraft is over or past theFix/NAVAID beyond which the lower MEA appliesunless a crossing restriction at or above the higherMEA is issued.a. An aircraft may be cleared below the MEA butnot below the MOCA for the route segment beingflown if the altitude assigned is at least 300 feet abovethe floor of controlled airspace and one of thefollowing conditions are met:NOTE−<strong>Control</strong>lers must be aware that in the event of radiocommunications failure, a pilot will climb to the MEA forthe route segment being flown.1. Nonradar procedures are used only <strong>with</strong>in22 miles of a VOR, VORTAC, or TACAN.1. If no MCA is specified, prior to orimmediately after passing the fix where the higherMEA is designated. Where a higher altitude is required because of anMEA, the aircraft shall be cleared to begin climb tothe higher MEA as follows:d.
