Local procedures and/or coordinationrequirements should be set forth in anappropriate letter of agreement, facility directive,base flying manual etc., when the frequency ofoccurrence warrants.3−10−13. SIMULATED FLAMEOUT (SFO)APPROACHES/EMERGENCY LANDINGPATTERN (ELP) OPERATIONS/PRACTICEPRECAUTIONARY APPROACHESa. Authorize military aircraft to make SFO/ELP/practice precautionary approaches if the followingconditions are met:1. A letter of agreement or local operatingprocedure is in effect between the military flyingorganization and affected ATC facility.(a) Include specific coordination, execution,and approval procedures for the operation.(b) The exchange or issuance of trafficinformation as agreed to in any interfacility letter ofagreement is accomplished.(c) Include a statement in the procedure thatclarifies at which points SFOs/ELPs may/may not beterminated. (See FIG 3−10−14 and FIG 3−10−16.)2. <strong>Traffic</strong> information regarding aircraft in radiocommunication <strong>with</strong> or visible to tower controllerswhich are operating <strong>with</strong>in or adjacent to theflameout maneuvering area is provided to theSFO/ELP aircraft and other concerned aircraft.3. The high-key altitude or practice precautionaryapproach maneuvering altitudes of the aircraftconcerned are obtained prior to approving theapproach. (See FIG 3−10−14 and FIG 3−10−16.)NOTE−1. Practice precautionary/SFO/ELP approaches areauthorized only for specific aircraft. Any aircraft, however,might make precautionary approaches, when enginefailure is considered possible. The practice precautionaryapproach maneuvering area/altitudes may not conform tothe standard SFO/ELP maneuvering area/altitudes.2. SFO/ELP approaches generally require high descentrates. Visibility ahead and beneath the aircraft is greatlyrestricted.3.
