BACKGROUND: This addition provides direction for controllers to alert aircraft to threats, attacks and post−attackactivities involving Man−Portable Air Defense Systems (MANPADS) activities near airports. MANPADS are light−weight,shoulder−fired weapon systems used by terrorists to bring down aircraft and create mass casualties.3. CHANGE:OLDAddAddAddAddAddAddAddNEW10−2−13. MANPADS ALERTWhen a threat or attack from Man−Portable AirDefense Systems (MANPADS) is determined to bereal, notify and advise aircraft as follows:a. Do not withhold landing clearance. To the extentpossible, issue information on MANPADS threats,confirmed attacks, or post−event activities in time forit to be useful to the pilot. The pilot or parentcompany will determine the pilot’s actions.b. MANPADS information will be disseminatedvia the ATIS and/or controller−to−pilot transmissions.c. Disseminate via controller−to−pilot transmissionuntil the appropriate MANPADS information isbroadcast via the ATIS and pilots indicate they havereceived the appropriate ATIS code. MANPADSinformation will include nature and location of threator incident, whether reported or observed and bywhom, time (if known), and when transmitting to anindividual aircraft, a request for pilot’s intentions.PHRASEOLOGY−ATTENTION (aircraft identification), MANPADSALERT.
