REPORTING ESSENTIAL FLIGHTINFORMATIONReport as soon as possible to the appropriate FSS,airport manager’s office, ARTCC, approach controlfacility, operations office, or military operationsoffice any information concerning components of theNAS or any flight conditions which may have anadverse effect on air safety.NOTE−FSSs are responsible for classifying and disseminatingNotices to <strong>Air</strong>men.REFERENCE−FAAO 7110.65, Timely Information, Para 3−3−3.FAAO 7110.65, Service Limitations, Para 5−1−6.FAAO 7210.3, Periodic Maintenance, Para 3−1−2.USN, See OPNAVINST 3721.30.2−1−10. NAVAID MALFUNCTIONSa. When an aircraft reports a ground−basedNAVAID malfunction, take the following actions:1. Request a report from a second aircraft.2. If the second aircraft reports normaloperations, continue use and inform the first aircraft.Record the incident on FAA Form 7230−4 orappropriate military form.3. If the second aircraft confirms the malfunctionor in the absence of a second aircraft report,activate the standby equipment or request the monitorfacility to activate.4. If normal operation is reported after thestandby equipment is activated, continue use, recordthe incident on FAA Form 7230−4 or appropriatemilitary form, and notify <strong>Air</strong>way Facilities (AF)personnel (the Systems Engineer of the ARTCCwhen an en route aid is involved).5. If continued malfunction is reported after thestandby equipment is activated or the standbyequipment cannot be activated, inform AF personneland request advice on whether or not the aid shouldbe shut down. In the absence of a second aircraftreport, advise the AF personnel of the time of theinitial aircraft report and the estimated time a secondaircraft report could be obtained.b. When an aircraft reports a GPS anomaly,request the following information and/or take thefollowing actions:1. Record the following minimum information:(a) <strong>Air</strong>craft call sign and type.(b) Location.(c) Altitude.(d) Date/time of occurrence.2. Record the incident on FAA Form 7230−4 orappropriate military form.3. Broadcast the anomaly report to other aircraftas necessary.PHRASEOLOGY−ATTENTION ALL AIRCRAFT, GPS REPORTEDUNRELIABLE IN VICINITY/AREA (position).EXAMPLE−“Attention all aircraft, GPS reported unreliable in the area30 miles south of Waco VOR.”c. When an aircraft reports a Wide AreaAugmentation System (WAAS) anomaly, request thefollowing information and/or take the followingactions:1. Determine if the pilot has lost all WAASservice.PHRASEOLOGY−ARE YOU RECEIVING ANY WAAS SERVICE?2. If the pilot reports receipt of any WAASservice, acknowledge the report and continue normaloperations.3. If the pilot reports loss of all WAAS service,report as a GPS anomaly using procedures insubpara 2−1−10b.2−1−11. USE OF MARSAa. MARSA may only be applied to militaryoperations specified in a letter of agreement or otherappropriate FAA or military document.NOTE−Application of MARSA is a military command prerogative.It will not be invoked indiscriminately by individual unitsor pilots. It will be used only for IFR operations requiringits use. Commands authorizing MARSA will ensure that itsimplementation and terms of use are documented andcoordinated <strong>with</strong> the control agency having jurisdictionover the area in which the operations are conducted. Termsof use will assign responsibility and provide for separationamong participating aircraft.b. ATC facilities do not invoke or deny MARSA.Their sole responsibility concerning the use ofMARSA is to provide separation between militaryaircraft engaged in MARSA operations and othernonparticipating IFR aircraft.General2−1−5
