MANPADS ALERTWhen a threat or attack from Man−Portable <strong>Air</strong>Defense Systems (MANPADS) is determined to bereal, notify and advise aircraft as follows:a. Do not <strong>with</strong>hold landing clearance. To theextent possible, issue information on MANPADSthreats, confirmed attacks, or post−event activities intime for it to be useful to the pilot. The pilot or parentcompany will determine the pilot’s actions.b. MANPADS information will be disseminatedvia the ATIS and/or controller−to−pilot transmissions.c. Disseminate via controller−to−pilot transmissionuntil the appropriate MANPADS information isbroadcast via the ATIS and pilots indicate they havereceived the appropriate ATIS code. MANPADSinformation will include nature and location of threator incident, whether reported or observed and bywhom, time (if known), and when transmitting to anindividual aircraft, a request for pilot’s intentions.PHRASEOLOGY−ATTENTION (aircraft identification), MANPADS ALERT.EXERCISE EXTREME CAUTION. MANPADS THREAT/ATTACK/POST−EVENT ACTIVITY OBSERVED/RE-PORTED BY (reporting agency) (location) AT (time, ifknown). (When transmitting to an individual aircraft) SAYINTENTIONS.EXAMPLE−“Attention Eastern Four Seventeen, MANPADS alert.Exercise extreme caution. MANPADS threat reported byTSA, LaGuardia vicinity. Say intentions.”“Attention all aircraft, MANPADS alert. Exercise extremecaution. MANPADS post−event activity observed by towersouth of airport at two−one−zero−zero Zulu.”d. EMERGENCY AIRPORTRECOMMENDATIONa. Consider the following factors when recommendingan emergency airport:1. Remaining fuel in relation to airport distances.2. Weather conditions.NOTE−Depending on the nature of the emergency, certain weatherphenomena may deserve weighted consideration whenrecommending an airport; e.g., a pilot may elect to flyfarther to land at an airport <strong>with</strong> VFR instead of IFRconditions.3. <strong>Air</strong>port conditions.4. NAVAID status.5. <strong>Air</strong>craft type.6. Pilot’s qualifications.7. Vectoring or homing capability to theemergency airport.b. Consideration to the provisions of subpara a andpara 10−2−15, Guidance to Emergency <strong>Air</strong>port, shallbe used in conjunction <strong>with</strong> the information derivedfrom any automated emergency airport informationsource.10−2−15. GUIDANCE TO EMERGENCYAIRPORTa. When necessary, use any of the following forguidance to the airport:1. Radar.2. DF.3. Following another aircraft.4. NAVAIDs.5. Pilotage by landmarks.6. Compass headings.b. Consideration to the provisions ofpara 10−2−14, Emergency <strong>Air</strong>port Recommendation,shall be used in conjunction <strong>with</strong> the informationderived from any automated emergency airportinformation source.10−2−6Emergency Assistance
