Transmit proposed flight plans which fallwithin an ARTCC’s Proposed Boundary CrossingTime (PBCT) parameter to adjacent ARTCC’s via theComputer B network during hours of inter-centercomputer operation. In addition, when the route offlight of any proposed flight plan exceeds 20 elementsexternal to the originating ARTCC’s area,NADIN shall be used to forward the data to allaffected centers.b. During nonautomated operation, the proposedflight plans shall be sent via NADIN to the othercenters involved when any of the followingconditions are met:1. The route of flight external to the originatingcenter’s area consists of 10 or more elements and theflight will enter 3 or more other center areas.NOTE−An element is defined as either a fix or route as specified inFAAO 7110.10, Flight Services, para 6−3−3, IFR FlightPlan Control Messages.2. The route of flight beyond the first point ofexit from the originating center’s area consists of 10or more elements, which are primarily fixesdescribed in fix-radial-distance or latitude/longitudeformat, regardless of the number of other center areasentered.3. The flight plan remarks are too lengthy forinterphone transmission.2−2−11. FORWARDING AMENDED AND UTMDATAa. Computer acceptance of an appropriate inputmessage fulfills the requirement for sending amendeddata. During NAS Stage A operations, theamendment data are considered acknowledged onreceipt of a Computer Readout Device (CRD) updatemessage or a computer-generated flight progress stripcontaining the amended data.NOTE−1. The successful utilization of automation equipmentrequires timely and accurate insertion of changes and/ornew data.2. If a pilot is not issued a computer-generatedPDR/PDAR/PAR and if amendment data is not entered intothe computer, the next controller will have incorrect routeinformation.c. Forward any amended control information andrecord the action on the appropriate flight progressstrip. Additionally, when a route or altitude in apreviously issued clearance is amended within15 minutes of an aircraft’s proposed departure time,the facility that amended the clearance shallcoordinate the amendment with the receiving facilityvia verbal AND automated means to ensure timelypassage of the information.NOTE−The term “receiving” facility means the ATC facility thatis expected to transmit the amended clearance to theintended aircraft/pilot.Flight Plans and Control Information2−2−3
