2/19/04<strong>7110.65P</strong>Section 4. Radio and Interphone Communications2−4−1. RADIO COMMUNICATIONSUse radio frequencies for the special purposes forwhich they are intended. A single frequency may beused for more than one function except as follows:TERMINAL. When combining positions in the tower,do not use ground control frequency for airbornecommunications.NOTE−Due to the limited number of frequencies assigned totowers for the ground control function, it is very likely thatairborne use of a ground control frequency could causeinterference to other towers or interference to your aircraftfrom another tower. When combining these functions, it isrecommended combining them on local control. The ATISmay be used to specify the desired frequency.2−4−2. MONITORINGMonitor interphones and assigned radio frequenciescontinuously.NOTE−Although all FAA facilities, including RAPCONs andRATCFs, are required to monitor all assigned frequenciescontinuously, USAF facilities may not monitor allunpublished discrete frequencies.2−4−3. PILOT ACKNOWLEDGMENT/READBACKa. When issuing clearances or instructions ensureacknowledgment by the pilot.NOTE−Pilots may acknowledge clearances, instructions, or otherinformation by using “Wilco,” “Roger,” “Affirmative,” orother words or remarks.REFERENCE−AIM, Contact Procedures, Para 4−2−3.b. If altitude, heading, or other items are read backby the pilot, ensure the read back is correct. Ifincorrect or incomplete, make corrections asappropriate.2−4−4. AUTHORIZED INTERRUPTIONSAs necessary, authorize a pilot to interrupt his/hercommunications guard.NOTE−Some users have adopted procedures to insure uninterruptedreceiving capability <strong>with</strong> ATC when a pilot <strong>with</strong> onlyone operative communications radio must interrupthis/her communications guard because of a safety relatedproblem requiring airborne communications <strong>with</strong> his/hercompany. In this event, pilots will request approval toabandon guard on the assigned ATC frequency for amutually agreeable time period. Additionally, they willinform controllers of the NAVAID voice facility and thecompany frequency they will monitor.2−4−5. AUTHORIZED TRANSMISSIONSTransmit only those messages necessary for air trafficcontrol or otherwise contributing to air safety.REFERENCE−FAAO 7210.3, Authorized Messages Not Directly Associated <strong>with</strong> ATServices, Para 3−2−2.2−4−6. FALSE OR DECEPTIVECOMMUNICATIONSTake action to detect, prevent, and report false,deceptive, or phantom controller communications toan aircraft or controller. The following shall beaccomplished when false or deceptive communicationsoccur:a. Correct false information.b. Broadcast an alert to aircraft operating on allfrequencies <strong>with</strong>in the area where deceptive orphantom transmissions have been received.EXAMPLE−“Attention all aircraft. False ATC instructions have beenreceived in the area of Long Beach <strong>Air</strong>port. Exerciseextreme caution on all frequencies and verifyinstructions.”c. Collect pertinent information regarding theincident.d. Notify the operations supervisor of the false,deceptive, or phantom transmission and report allrelevant information pertaining to the incident.Radio and Interphone Communications2−4−1
