SERVICE LIMITATIONSa. When radar mapping is not available, limitradar services to:1. Separating identified aircraft targets.2. Vectoring aircraft to intercept a PAR finalapproach course.3. Providing radar service in areas that ensure noconfliction <strong>with</strong> traffic on airways, other ATC areasof jurisdiction, restricted or prohibited areas, terrain,etc.b. EN ROUTE. Stage A and DARC− When theposition symbol associated <strong>with</strong> the full data blockfalls more than one history behind the actual aircrafttarget or there is no target symbol displayed, theMode C information in the full data block shall not beused for the purpose of determining separation.c. Report radar malfunctions immediately forcorrective action and for dispatch of a Notice to<strong>Air</strong>men. ELECTRONIC CURSORTERMINALa. An electronic cursor may be used to aid inidentifying and vectoring an aircraft and to give finerdelineation to a video map. Do not use it as asubstitute for a video map or map overlay; e.g., toform intersections, airway boundaries, final approachcourses, etc.b. Fixed electronic cursors may be used to formthe final approach course for surveillance approachesconducted by military operated mobile radarfacilities.5−1−8. MERGING TARGET PROCEDURESa. Except while they are established in a holdingpattern, apply merging target procedures to all radaridentified:1. <strong>Air</strong>craft at 10,000 feet and above.2. Turbojet aircraft regardless of altitude.REFERENCE−P/CG Term− Turbojet <strong>Air</strong>craft.3. Presidential aircraft regardless of altitude.b. Issue traffic information to those aircraft listedin subpara a whose targets appear likely to mergeunless the aircraft are separated by more than theappropriate vertical separation minima.EXAMPLE−“<strong>Traffic</strong> twelve o’clock, seven miles, eastbound, MD−80, atone seven thousand.”“United Sixteen and American Twenty-five, traffic twelveo’clock, one zero miles, opposite direction, eastboundseven twenty seven at flight level three three zero,westbound MD−Eighty at flight level three one zero.”c. If the pilot requests, vector his/her aircraft toavoid merging <strong>with</strong> the target of previously issuedtraffic.NOTE−<strong>Air</strong>craft closure rates are so rapid that when applyingmerging target procedures, controller issuance of trafficmust be commenced in ample time for the pilot to decide ifa vector is necessary.d. If unable to provide vector service, inform thepilot.5−1−9. HOLDING PATTERN SURVEILLANCEProvide radar surveillance of outer fix holding patternairspace areas, or any portions thereof, shown on yourradar scope (displayed on the video map or scribed onthe map overlay) whenever aircraft are holding there.Attempt to detect any aircraft that stray outside thearea. If you detect an aircraft straying outside the area,assist it to return to the assigned airspace.General5−1−3
