Aircraft operating on unidirectional routes ortraffic flows may be assigned altitudes other than theappropriate altitude for direction of flight providedthat 2,000 feet vertical separation is maintainedbetween aircraft operating on the same route.8−9−7. COMPOSITE SEPARATIONAPPLICATIONProvide composite separation in the CEP and theNorth Pacific (NOPAC) composite route systems andwhere designated by facility directive in the PacificOrganized Track System (PACOTS) as follows:a. Clear an aircraft to join an outer route of thecomposite route system at other than the normal entrypoint provided:1. Longitudinal or noncomposite vertical separationexists between that aircraft and any otheraircraft on that route; and2. Composite separation exists between thataircraft and any other aircraft on the next adjacentroute.b. Clear an aircraft to leave an outer route of thecomposite route system at other than the normal exitpoint provided its course diverges so that lateralspacing from the route system increases untilnoncomposite separation exists between that aircraftand any other aircraft in the composite route system.c. Clear an aircraft to change from one route to anadjacent route within the composite route systemprovided:1. Longitudinal or noncomposite vertical separationis maintained between that aircraft and anyother aircraft on the route being vacated until thataircraft is established on the route to which it isproceeding; and2. Longitudinal or noncomposite vertical separationexists between that aircraft and any otheraircraft on the route to which that aircraft isproceeding; and3. Composite separation exists between thataircraft and any other aircraft on the next adjacentroute.d. Clear an aircraft to cross the composite routesystem provided longitudinal or noncompositevertical or lateral separation exists between thataircraft and any other aircraft in the composite routesystem.e. Clear aircraft to transition to or from thecomposite route system from an Oceanic TransitionRoute (OTR) provided:1. The OTR is charted on aeronautical charts;and2. Composite separation is maintained betweenthat aircraft and any other aircraft within thecomposite route system; andNOTE−An aircraft is within the confines of a composite routesystem when the aircraft joins or crosses the outer route ofthe composite route system or passes a composite routeentry point.3. Composite separation is maintained betweenthat aircraft and any other aircraft on adjacent OTRs.f. Clear an aircraft to change altitude on a route ifnoncomposite separation exists between that aircraftand others operating on that route regardless of otheraircraft operating on adjacent routes in the system.Pilot’s discretion climbs and descents are notauthorized when applying composite separation.NOTE−Although composite separation is not applied betweenaircraft on different tracks at FL 280 and FL 290, thisparagraph applies to climbs and descents between FL 280and altitudes within the composite altitude stratum(FL 300 and above).8−9−8. PROCEDURES FOR WEATHERDEVIATIONS AND OTHER CONTINGENCIES INOCEANIC CONTROLLED AIRSPACEAircraft must request an ATC clearance to deviate.Since aircraft will not fly into known areas ofweather, weather deviation requests should takepriority over routine requests. If there is no traffic inthe horizontal dimension, ATC shall issue clearanceto deviate from track; or if there is conflicting trafficin the horizontal dimension, ATC separates aircraftby establishing vertical separation. If there isconflicting traffic and ATC is unable to establishstandard separation, ATC shall:a. Advise the pilot unable to issue clearance forrequested deviation;b. Advise the pilot of conflicting traffic; andc.
