<strong>7110.65P</strong> CHG 2 2/17/052. <strong>Air</strong>craft on reciprocal tracks may be cleared toclimb or descend to or through the altitude(s) occupiedby the other provided that it has been positivelyestablished that the aircraft have passed each other andthe distance between them is equal to at least theapplicable separation minimum.3. Distance verification shall be obtained from eachaircraft at least every 24 minutes to verify that separationis maintained.4. If an aircraft fails to report its position <strong>with</strong>in3 minutes of the expected time, the controller shall takeaction to establish communication. If communication isnot established <strong>with</strong>in 8 minutes from the time the reportshould have been received, the controller shall takeaction to apply another form of separation.NOTE−When aircraft are at, or are expected to reduce to, theminima, speed control techniques should be applied inorder to maintain the required separation.Delete2. BACKGROUND: Since September 11, 2001, several new ADIZ were established over U.S. land to protect sensitiveareas. This revision to paragraph 9−3−10 is based on FAA Notice 7110.378, Land−Based <strong>Air</strong> Defense Identification Zone <strong>Air</strong><strong>Traffic</strong> <strong>Control</strong> Procedures.3. CHANGE:OLD9−3−10. LAND−BASED AIR DEFENSE IDEN-TIFICATION ZONE (ADIZ) ATC PROCEDURESTERMINALa. Verify IFR and VFR flight operations entering,exiting, or transitioning the ADIZ meet all of thefollowing minimum conditions:1. Two−way radio communications are maintainedat all times prior to entering and throughout transition ofthe ADIZ. <strong>Air</strong>craft operating in an airport traffic patternor landing at nontowered airports are exempt from theATC communication requirement, provided theymonitor the airport common traffic advisory frequency.2. <strong>Air</strong>craft is squawking an ATC assigned discretebeacon code, <strong>with</strong> altitude, at all times. Do not allow anaircraft to cancel its flight plan and/or squawk VFR whilein the ADIZ.4. OPERATIONAL IMPACT: None.NEW9−3−10.
