LANDING CLEARANCE WITHOUTVISUAL OBSERVATIONWhen an arriving aircraft reports at a position wherehe/she should be seen but has not been visuallyobserved, advise the aircraft as a part of the landingclearance that it is not in sight and restate the landingrunway.PHRASEOLOGY−NOT IN SIGHT, RUNWAY (number) CLEARED TOLAND.NOTE−<strong>Air</strong>craft observance on the CTRD satisfies the visuallyobserved requirement.3−10−8. WITHHOLDING LANDING CLEARANCEDo not <strong>with</strong>hold a landing clearance indefinitely eventhough it appears a violation of Title 14 of the Codeof Federal Regulations has been committed. Theapparent violation might be the result of anemergency situation. In any event, assist the pilot tothe extent possible.3−10−9. RUNWAY EXITINGa. Instruct aircraft where to turn-off the runwayafter landing, when appropriate, and advise theaircraft to hold short of a runway or taxiway ifrequired for traffic.PHRASEOLOGY−TURN LEFT/RIGHT (taxiway/runway),orIF ABLE, TURN LEFT/RIGHT (taxiway/runway)and if requiredHOLD SHORT OF (runway).NOTE−Runway exiting or taxi instructions should not normally beissued to an aircraft prior to, or immediately after,touchdown.b. Taxi instructions shall be provided to theaircraft by the local controller when:1. Compliance <strong>with</strong> ATC instructions will berequired before the aircraft can change to groundcontrol, or2. The aircraft will be required to enter an activerunway in order to taxi clear of the landing runway.EXAMPLE−“U.S. <strong>Air</strong> Ten Forty Two, turn right next taxiway, crossrunway two one, contact ground point seven.”“U.S. <strong>Air</strong> Ten Forty Two, turn right on Alfa/next taxiway,cross Bravo, hold short of Charlie, contact ground pointseven.”NOTE−1. An aircraft is expected to taxi clear of the runway unlessotherwise directed by ATC. Pilots shall not exit the landingrunway on to an intersecting runway unless authorized byATC. In the absence of ATC instructions, an aircraft shouldtaxi clear of the landing runway by clearing the holdposition marking associated <strong>with</strong> the landing runway evenif that requires the aircraft to protrude into or enter anothertaxiway/ramp area. This does not authorize an aircraft tocross a subsequent taxiway or ramp after clearing thelanding runway.2. The pilot is responsible for ascertaining when theaircraft is clear of the runway by clearing the hold positionmarking associated <strong>with</strong> the landing runway.c. Ground control and local control shall protect ataxiway/runway/ramp intersection if an aircraft isrequired to enter that intersection to clear the landingrunway.REFERENCE−FAAO 7210.3, Use of Active Runways, Para 10−1−7.d.
