PROVIDE SERVICEProvide airport traffic control service based onlyupon observed or known traffic and airportconditions.NOTE−When operating in accordance <strong>with</strong> CFRs, it is theresponsibility of the pilot to avoid collision <strong>with</strong> otheraircraft. However, due to the limited space around terminallocations, traffic information can aid pilots in avoidingcollision between aircraft operating <strong>with</strong>in Class B,Class C, or Class D surface areas and the terminal radarservice areas, and transiting aircraft operating inproximity to terminal locations.3−1−2. PREVENTIVE CONTROLProvide preventive control service only to aircraftoperating in accordance <strong>with</strong> a letter of agreement.When providing this service, issue advice orinstructions only if a situation develops whichrequires corrective action.NOTE−Preventive control differs from other airport traffic controlin that repetitious, routine approval of pilot action iseliminated. <strong>Control</strong>lers intervene only when they observea traffic conflict developing.3−1−3. USE OF ACTIVE RUNWAYSThe local controller has primary responsibility foroperations conducted on the active runway and mustcontrol the use of those runways. Positive coordinationand control is required as follows:NOTE−Exceptions may be authorized only as provided inpara 1−1−9, Constraints Governing Supplements andProcedural Deviations, and FAAO 7210.3, FacilityOperation and Administration, Use of Active Runways,para 10−1−7, where justified by extraordinarycircumstances at specific locations.REFERENCE−FAAO 7110.65, Constraints Governing Supplements and ProceduralDeviations, Para 1−1−9.FAAO 7210.3, Use of Active Runways, Para 10−1−7.a. Ground control must obtain approval from localcontrol before authorizing an aircraft or a vehicle tocross or use any portion of an active runway. Thecoordination shall include the point/intersection atthe runway where the operation will occur.PHRASEOLOGY−CROSS (runway) AT (point/intersection).b. When the local controller authorizes anothercontroller to cross an active runway, the localcontroller shall verbally specify the runway to becrossed and the point/intersection at the runwaywhere the operation will occur preceded by the word“cross.”PHRASEOLOGY−CROSS (runway) AT (point/intersection).c. The ground controller shall advise the localcontroller when the coordinated runway operation iscomplete. This may be accomplished verbally orthrough visual aids as specified by a facility directive.d. USA/USAF/USN NOT APPLICABLE. Authorizationfor aircraft/vehicles to taxi/proceed on oralong an active runway, for purposes other thancrossing, shall be provided via direct communicationson the appropriate local control frequency. Thisauthorization may be provided on the ground controlfrequency after coordination <strong>with</strong> local control iscompleted for those operations specifically describedin a facility directive.NOTE−The USA, USAF, and USN establish local operatingprocedures in accordance <strong>with</strong>, respectively, USA, USAF,and USN directives.e.
