2/19/04<strong>7110.65P</strong>Chapter 11. <strong>Traffic</strong> Management ProceduresSection 1. General11−1−1. DUTY RESPONSIBILITYa. The traffic management system mission is tobalance air traffic demand <strong>with</strong> system capacity toensure the maximum efficient utilization of the NAS.b. It is recognized that the ATCS is integral in theexecution of the traffic management mission.NOTE−Complete details of traffic management initiatives andprograms can be found in FAAO 7210.3, FacilityOperation and Administration.11−1−2. DUTIES AND RESPONSIBILITIESa. Supervisory <strong>Traffic</strong> Management Coordinator−in−Charge (STMCIC) shall:1. Ensure that an operational briefing isconducted at least once during the day and eveningshifts. Participants shall include, at a minimum, theSTMCIC, Operations Supervisors (OS), <strong>Traffic</strong>Management Coordinator(s) (TMC), and otherinterested personnel as designated by facilitymanagement. Discussions at the meeting shouldinclude meteorological conditions (present andforecasted), staffing, equipment status, runways inuse, AAR and traffic management initiatives (presentand anticipated).2. Assume responsibility for TMC duties whennot staffed.3. Ensure that traffic management initiatives arecarried out by Supervisory <strong>Traffic</strong> ManagementCoordinator−in−Charge (STMCIC).4. Where authorized, perform URET dataentries to keep the activation status of designatedURET <strong>Air</strong>space Configuration Elements current.5. Perform assigned actions in the event of aURET outage or degradation, in accordance <strong>with</strong> therequirements of FAA <strong>Order</strong> 7210.3, FacilityOperation and Administration, and as designated byfacility directive.6. Ensure <strong>changes</strong> to restrictions based on theRestrictions Inventory and Evaluation are implementedin a timely manner.b. OS shall:1. Keep the TMU and affected sectors apprisedof situations or circumstances that may causecongestion or delays.2. Coordinate <strong>with</strong> the TMU and ATCSs todevelop appropriate traffic management initiativesfor sectors and airports in their area of responsibility.3. Continuously review traffic managementinitiatives affecting their area of responsibility andcoordinate <strong>with</strong> TMU for extensions, revisions, orcancellations.4. Ensure that traffic management initiatives arecarried out by ATCSs.5. Where authorized, perform URET dataentries to keep the activation status of designatedURET <strong>Air</strong>space Configuration Elements current.6. Perform assigned actions in the event of aURET outage or degradation, in accordance <strong>with</strong> therequirements of FAA <strong>Order</strong> 7210.3, FacilityOperation and Administration, and as designated byfacility directive.7. Ensure <strong>changes</strong> to restrictions based on theRestrictions Inventory and Evaluation are implementedin a timely manner.c. ATCSs shall:1. Ensure that traffic management initiativesand programs are enforced <strong>with</strong>in their area ofresponsibility. <strong>Traffic</strong> management initiatives andprograms do not have priority over maintaining:(a) Separation of aircraft.(b) Procedural integrity of the sector.2. Keep the OS and TMU apprised of situationsor circumstances that may cause congestion ordelays.3. Continuously review traffic managementinitiatives affecting their area of responsibility andcoordinate <strong>with</strong> OS and TMU for extensions,revisions, or cancellations.4. Where authorized, perform URET dataentries to keep the activation status of designatedURET <strong>Air</strong>space Configuration Elements current.General11−1−1
