management-local counties, cont<strong>in</strong>ue <strong>to</strong> make decisions<br />

for children with physical challenges without any<br />

knowledge of what <strong>the</strong>rapy for <strong>the</strong>se children is all about. I<br />

have seen children come <strong>in</strong><strong>to</strong> this program as <strong>in</strong>fants and<br />

graduate <strong>in</strong><strong>to</strong> society as tax pay<strong>in</strong>g citizens, attend<strong>in</strong>g<br />

college and becom<strong>in</strong>g advocates for <strong>the</strong>ir peers with<br />

physical challenges. I have witnessed quality <strong>the</strong>rapy<br />

allow<strong>in</strong>g greater function for <strong>the</strong>se children <strong>to</strong> participate <strong>in</strong><br />

<strong>the</strong>ir daily life's. I wonder without this type of service if a<br />

child with a physical disability will require greater costs for<br />

medical expenses-surgeries, long term deformities, and<br />

long term c<strong>are</strong>? Will <strong>the</strong>y become active participants <strong>in</strong><br />

society? As tax pay<strong>in</strong>g citizens? Maybe <strong>the</strong> government<br />

should look more <strong>to</strong>wards costs at <strong>the</strong> state and local<br />

county levels for adm<strong>in</strong>istrative costs-especially high<br />

pay<strong>in</strong>g management?<br />
