benefits make a last<strong>in</strong>g<br />

difference over a lifetime. They have no control over <strong>the</strong>ir<br />

p<strong>are</strong>nt's ability <strong>to</strong> pay. Yes, <strong>the</strong> budget requires some<br />

<strong>to</strong>ugh choices, but this one would be an unconscionable.<br />
