"financial test" as a barrier for families to receive services.
She shift of care will be to the already burdened School
Districts and Regional Centers. Who will provide the
services for service? Not insurance...They see these
activities as "educational" and are a non-covered benefit.

benefits make a lasting
difference over a lifetime. They have no control over their
parent's ability to pay. Yes, the budget requires some
tough choices, but this one would be an unconscionable.
