provides a much needed service for families who might not<br />

meet <strong>the</strong> <strong>in</strong>come qualifications but would not be able <strong>to</strong><br />

provide <strong>the</strong>ir child's needs without this valuable resource.<br />

5,409. Julie Pollack santa Cruz, CA All of my physically disabled students receive services<br />

from CCS. With early <strong>in</strong>tervention and direct services from<br />

highly tra<strong>in</strong>ed PTs and OTs my students have progressed<br />

<strong>to</strong>ward physical <strong>in</strong>dependence that makes <strong>the</strong>m less of a<br />

burden on <strong>the</strong> social welf<strong>are</strong> system. Also, it takes <strong>the</strong><br />

burden off <strong>the</strong> school system <strong>to</strong> provide medical <strong>the</strong>rapy<br />

that is needed for a child <strong>to</strong> function physically at school.<br />

Income should not be a qualify<strong>in</strong>g fac<strong>to</strong>r for CCS services.<br />

Hav<strong>in</strong>g a physically disabled child can be a f<strong>in</strong>ancial<br />

burden on families with <strong>the</strong> cost of <strong>the</strong>rapy be<strong>in</strong>g very high.<br />

Without <strong>the</strong>se wonderful medical services, I fear that<br />

families earn<strong>in</strong>g above <strong>the</strong> cut off would not be able <strong>to</strong> help<br />

<strong>the</strong>ir children obta<strong>in</strong> <strong>the</strong>rapy and <strong>the</strong>refore <strong>the</strong>y would be<br />

more dependent on <strong>the</strong>ir p<strong>are</strong>nts and teachers for all of<br />

<strong>the</strong>ir self c<strong>are</strong> needs and mobility needs.<br />

with children of ages birth through three, I know many<br />

clients whose children have been served through CCS. If<br />

<strong>the</strong> eligibility standards <strong>are</strong> changed, I know many families<br />

who could not afford <strong>to</strong> pay privately for <strong>the</strong>se necessary<br />

<strong>the</strong>rapies for <strong>the</strong>ir children. This would be a tragedy and<br />

have great adverse affect on <strong>the</strong> quality of <strong>the</strong>ir children's<br />

lives. This would create an enormous stress <strong>to</strong> families of<br />

chidlren with special needs who already contend with so<br />

many additional stressors.<br />
