the wonderful support CCS has provided our high-risk
families and newborns time and time again. The difference
the availability of this support to these children is
absolutely life changing and enhancing and produces
optimum outcomes for both the individuals impacted and
our society as a whole. Private insurance is unlikely to
cover these same services and few families will be able to
afford the care and support needed for these vulnerable
children. This would be an ethical and financial tragedy for
all. A less considered factor is that in order for NICUs to be
eligible for CCS referrals, conditions must be met that
ensure a high quality of care be provided within each
institution. Indirectly, therefore, the program raises the
level of care in our Level III nurseries. California has every
right to be proud of this long standing program and I pray
you can find a way to continue to fund it. Thank you.
