741. Julie Castro San Jose, CA I work <strong>in</strong> <strong>the</strong> Bay Area and have worked <strong>in</strong> LA with children<br />

who may have CCS services as well as Early Start or<br />

Regional Center. Forty K <strong>in</strong> much of <strong>California</strong> is<br />

essentially low-<strong>in</strong>come. People <strong>are</strong> able <strong>to</strong> qualify for<br />

affordable hous<strong>in</strong>g waitlists based on such <strong>in</strong>comes<br />

(hous<strong>in</strong>g is often unavailable, but that is an<strong>the</strong>r concern).<br />

Many families with <strong>in</strong>comes of over $40,000 would still not<br />

be able <strong>to</strong> afford weekly OT and PT services. These<br />

families <strong>are</strong> often hav<strong>in</strong>g <strong>to</strong> pay out-of-pocket for durable<br />

medical equipment that nei<strong>the</strong>r CCS nor <strong>the</strong>ir <strong>in</strong>surance<br />

cover. The OT, PT, and o<strong>the</strong>r MTU services <strong>are</strong> crucial for<br />

<strong>the</strong>se children's development. This suggestion is not only<br />

"penny wise and pound foolish," but it is also cruel and<br />

discrim<strong>in</strong>a<strong>to</strong>ry. <strong>We</strong> <strong>are</strong> develop<strong>in</strong>g a system whereby only<br />

wealthy disabled children or extremely low-<strong>in</strong>come<br />

disabled children receive <strong>the</strong> help that <strong>the</strong>y need <strong>in</strong> order<br />

<strong>to</strong> reach <strong>the</strong>ir potential. Please cont<strong>in</strong>ue <strong>the</strong> current<br />

program, which serves all of <strong>the</strong> children with eligible<br />

conditions for medical <strong>the</strong>rapy through CCS with no added<br />

cost <strong>to</strong> <strong>the</strong> p<strong>are</strong>nt. Please understand that work<strong>in</strong>g poor,<br />

lower-middle-class, and even middle-class families <strong>are</strong><br />

already stretched f<strong>in</strong>ancially <strong>to</strong> cover extra costs due <strong>to</strong> <strong>the</strong><br />

children's disabilities. They qualify for no extra subsidies<br />

for childc<strong>are</strong>, for recreation programs, or for <strong>the</strong> o<strong>the</strong>r costs<br />

related <strong>to</strong> hav<strong>in</strong>g a child. Please reconsider this steal<strong>in</strong>g<br />

from <strong>the</strong> most vulnerable. Can <strong>California</strong> not consider<br />

tax<strong>in</strong>g its wealthiest citizens and/or clos<strong>in</strong>g corporate tax<br />

loopholes <strong>to</strong> add revenue? Is our only option <strong>to</strong> steal from<br />

our most vulnerable citizens? I feel ashamed <strong>to</strong> live and<br />

pay taxes here.<br />
