<strong>Orange</strong> <strong>Guide</strong> – Chapter 3: Support of External Organizations<br />

A coalition is an activity or project where <strong>Pfizer</strong> <strong>and</strong> two or more other organizations (either for-profit<br />

or not-for-profit) formally <strong>and</strong> publicly join forces over a period of time to advance a common policy or<br />

disease awareness objective. <strong>Pfizer</strong> is involved in advancing the goals of the coalition in addition to<br />

<strong>Pfizer</strong> being a member of the coalition. With respect to healthcare-related coalitions, the majority of<br />

coalition members must be non-commercial, non-manufacturer organizations <strong>and</strong> they should have<br />

ultimate control over the coalition <strong>and</strong> its message. <strong>Pfizer</strong> may provide funds, resources or expertise to<br />

the coalition. The coalition controls the goals, activities <strong>and</strong> messaging, subject to <strong>Pfizer</strong>’s limited right<br />

to review for accuracy <strong>and</strong> compliance with relevant laws <strong>and</strong> regulations, industry codes, external<br />

st<strong>and</strong>ards <strong>and</strong> internal <strong>Pfizer</strong> policies <strong>and</strong> procedures.<br />

Examples: U.S. Public Affairs participates in a coalition with national <strong>and</strong> state-based<br />

cancer advocacy groups to work together on reimbursement <strong>and</strong> coverage challenges;<br />

funding of a coalition to organize a series of events <strong>and</strong> develop white papers on relevant<br />

public policy topics.<br />

Colleagues That May Provide Funding: Coalitions can be funded by colleagues in the U.S.<br />

Biopharmaceutical Business (except Sales Colleagues), <strong>Pfizer</strong> Medical <strong>and</strong> PEAC groups.<br />

Approval Process: All requests to participate in a coalition must be submitted by<br />

appropriate colleagues using the Funding Request Form at http://InterAct.<strong>Pfizer</strong>.com. All<br />

such requests are subject to review <strong>and</strong> approval by Legal. Colleagues should discuss all<br />

pertinent facts about a coalition with Legal prior to submitting the Funding Request Form<br />

for approval.<br />

Collaborations <strong>and</strong> Coalitions – Tangible Benefit <strong>and</strong> Disclosure of <strong>Pfizer</strong> Involvement<br />

Given the nature of <strong>Pfizer</strong>’s involvement in collaborations <strong>and</strong> coalitions, including the provision of<br />

strategic input <strong>and</strong> often the rights to use the output of the activities, these categories provide <strong>Pfizer</strong><br />

with a tangible benefit <strong>and</strong> should not be considered a charitable contribution even if the receiving<br />

organization is a not-for-profit entity.<br />

<strong>Pfizer</strong>’s participation in collaborations <strong>and</strong> coalitions must also be appropriately disclosed in all resulting<br />

materials in a manner that does not imply that funding was provided via an independent grant (e.g.<br />

“Developed in collaboration with <strong>Pfizer</strong>” versus “Funding Support Provided by <strong>Pfizer</strong>”).<br />
