9.2 Electricity Tariff & Duty and<br />

Average Rates of Electricity Supply<br />

In fulfillment of its obligations under<br />

Section 73(i) & (j) of the Electricity Act, 2003,<br />

CEA brings out a publication titled “Electricity<br />

Tariff & Duty and Average Rates of Electricity<br />

Supply in India”. The latest edition (March,<br />

2009) contains information on tariffs applicable<br />

in various States/Utilities as effective on 31 st<br />

July, 2008. Average rates of electricity supply<br />

presented in this edition have been worked out<br />

on the basis of the Tariff Orders issued by the<br />

State Electricity Regulatory Commissions and<br />

Tariff Notifications issued by the concerned<br />

SEBs/ Power Departments/Utilities.<br />

Further, the publication incorporates<br />

a comparative study of estimated average<br />

rates of electricity in various States of the<br />

country. Though, it is somewhat difficult to<br />

compare the tariffs applicable in the various<br />

States, as the parameters considered by the<br />

State Electricity Boards/State Electricity<br />

Regulatory Commissions for fixing consumer<br />

tariff are not identical, an attempt has been<br />

made to work out average rates for various<br />

categories of consumers for the purpose of a<br />

broad comparison. The methodology followed<br />

involves assumption of certain sanctioned load<br />

(kW) and monthly electricity consumption<br />

(kWh) level for each category of consumers<br />

separately. Considering the rates of sale of<br />

electricity for various slabs as notified by<br />

the supplier, the average per unit rates have<br />

been worked out. The electricity duty/ taxes<br />

applicable are added to these rates to arrive at<br />

the estimated average per unit cost payable by<br />

different categories of consumers.<br />

A statement indicating estimated average<br />

category-wise rates of electricity for various<br />

utilities in the country updated up to 31-03-2010<br />

is given at Annexure-9B.<br />
