9.14 Study on Projected Cost of<br />

Generating Electricity<br />

Economic Adviser, Central Electricity<br />

Authority participated in the meeting organized<br />

by IEA/OECD Secretariat in Paris on 28 th and<br />

29 th April, 2009. IEA/OECD has designed<br />

formats for reporting “Projected Cost of<br />

Generating Electricity” from plants that could<br />

be commissioned by around 2015.<br />

The study aims to assess the projected<br />

cost of generating electricity using wide<br />

range of technologies, covering coal-fired<br />

and natural gas-fired plants, nuclear <strong>power</strong><br />

plants, renewable source plants (including<br />

hydro, wind, solar and combustible renewable)<br />

and combined heat and <strong>power</strong> plants. Cost<br />

data are being generated on state-of-the-art<br />

<strong>power</strong> plants which can be commissioned<br />

by around 2015 and equipments that are<br />

commercially available now or will become<br />

so in the immediate future. The projected costs<br />

calculated with this data are intended to provide<br />

information for assessing the competitiveness<br />

of alternative technologies that may be chosen<br />

for electricity system expansion within next<br />

few years. Therefore, the data cover all the<br />

technology and plant specific cost components<br />

borne by electricity producers, including<br />

investment, O&M cost and fuel costs as well<br />

as costs related to pollution control, waste<br />

management and other health & environmental<br />

protection measures. The cost estimates<br />

reported incorporated all the elements borne<br />

by producers which include pre-construction,<br />

overnight construction, O&M cost (fixed and<br />

variable), fuel cost (including transportation,<br />

storage and waste management and disposable<br />

where applicable) and decommissioning cost.<br />

In this context, a group of officials<br />

from Planning, Thermal, Hydro and E&C<br />

Wings of CEA has been constituted to fillin<br />

the said formats for reporting projected<br />

cost of generating electricity from different<br />

technologies in India.<br />

Two hydro-electric projects (one RoR<br />

type and the other storage type) and two <strong>thermal</strong><br />

<strong>power</strong> plants (one on super-critical technology<br />

and the other on sub-critical technology) have<br />

been identified for the study.<br />

9.15 Constitution of Electricity<br />

Regulatory Commissions (ERCs)<br />

All the States except Arunachal Pradesh<br />

have constituted their respective State Electricity<br />

Regulatory Commission (SERC). The States of<br />

Manipur & Mizoram have constituted a Joint<br />

ERC. All the SERCs except the SERC of Sikkim<br />

are functional.<br />

A separate Joint Electricity Regulatory<br />

Commission (JERC) has been constituted by<br />

the Central Government for Union Territories<br />

(except Delhi). On the request of Government<br />

of Goa, the State has been included in the JERC<br />

for UTs (other than Delhi). The nomenclature of<br />

JERC for UTs has been changed to “JERC for<br />

Goa and Union Territories”.<br />

9.15.1 Constitution of Special Courts<br />

So far, 23 States viz. Assam, Andhra<br />

Pradesh, Chhattisgarh, Gujarat, Haryana,<br />

Himachal Pradesh, Jammu & Kashmir, Karnataka,<br />

Madhya Pradesh, Maharashtra, Meghalaya,<br />

Manipur, Nagaland, Orissa, Punjab, Rajasthan,<br />

Sikkim, Tamil Nadu, Tripura, Uttar Pradesh,<br />

Uttrakhand, West Bengal and Delhi have set up<br />

Special Courts for expeditious disposal of cases<br />

relating to the theft of electricity.<br />

9.15.2 Constitution of Consumer<br />

Grievances Redressal Mechanism<br />

Consumer Grievances Redressal Forums<br />

(CGRF) have been constituted in 22 States by<br />

various distribution licensees for redressal of<br />

grievances of consumers.<br />
