in investing and setting up generating facilities.<br />
As a result, the scenario in the generation sector<br />
appears quite promising and Government of India<br />
is making its best efforts to facilitate this process<br />
by helping the independent <strong>power</strong> producers to<br />
overcome various challenges in the way of project<br />
implementation. The Private Sector contributed<br />
1970 MW to <strong>thermal</strong> generation capacity during<br />
period 2002-07. Since then <strong>thermal</strong> generation<br />
capacity of 5920 MW has been commissioned<br />
in 11 th Plan and another about 16266 MW <strong>thermal</strong><br />
generation capacity is under construction in<br />
Private Sector. The Private Sector is likely to<br />
contribute substantial generating capacity in the<br />
12 th Plan period (2012-17).<br />
Ministry of Power vide Office<br />
Memorandum dt 21.10.09 has issued Coal<br />
Linkage Policy for 12 th Plan Projects and<br />
requested CEA to prequalify and prioritize 12 th<br />
Plan Projects. CEA requested all the developers<br />
to furnish information in the prescribed format<br />
for which applications for coal linkage were<br />
received in CEA by Nov., 2009. In response<br />
to this, CEA has received details regarding<br />
122 <strong>thermal</strong> <strong>power</strong> projects in Private Sector<br />
totaling to 1,23,800 MW. CEA is carrying<br />
out exercise to prequalify and prioritize the<br />
projects based on the criteria given in MoP<br />
Office Memorandum dated 21.10.09.<br />
6.4 Construction Monitoring of<br />
Thermal Power Projects<br />
At the start of 11 th Plan, a capacity of<br />
78,700 MW (Thermal: 59693 MW + Hydro:<br />
15627 MW + Nuclear: 3380 MW) was targeted<br />
for addition during 11 th Plan period. However,<br />
as per the Mid-Term Appraisal, a revised<br />
target of 62374 MW (Thermal: 50757 MW +<br />
Hydro: 8237 MW + Nuclear: 3380 MW) with<br />
high degree of certainty was envisaged for<br />
commissioning during the 11 th Plan.<br />
As against the target of 50757 MW<br />
<strong>thermal</strong> capacity addition during 11 th Plan, a<br />
capacity of 18211 MW (year wise details given in<br />
Fig-1) has been commissioned till March, 2010<br />
and balance capacity of 32546 MW is targeted<br />
for commissioning during the remaining period<br />
of 11 th Plan.<br />

CEA closely monitors the progress of<br />
various constructional activities of <strong>thermal</strong><br />
<strong>power</strong> projects under execution in the country.<br />
Project monitoring related activities emerge<br />
from Section 73 (f) of Electricity Act, 2003.<br />
Functions and Duties of Authority which<br />
inter-alia envisages “To Promote and Assist in<br />
Timely Completion of Various Schemes and<br />
Projects.” Visits are made by CEA officers to<br />
the project sites for assessing the progress of<br />
various construction activities and rendering<br />
necessary advice/assistance in resolving the<br />
problems being faced by the project authorities<br />
to meet the schedule of commissioning.<br />
Regular review meetings are held in CEA with<br />
Project Authorities, main plant & equipment<br />
manufacturers and other equipment suppliers<br />
to review the progress.<br />
6.4.1 Key Initiatives<br />
Based on the past experience, there has<br />
been a significant shift in approach in the area of<br />
project monitoring. Some key initiatives taken in<br />
the recent past in the role of a facilitator include<br />
the following:<br />
